Job Summary

City Wide Property Services is seeking an organized and detail-oriented Procurement Specialist to source, evaluate, onboard, and administer relationships with independent contractors, subcontractors, and vendors. This position supports operational needs by coordinating bids and contracts, verifying vendor qualifications, maintaining procurement records, monitoring contractual requirements, and identifying opportunities to improve costs and processes. The role focuses on procurement administration and contract compliance and does not supervise or direct how contractors perform their work.

Responsibilities
  • Source, evaluate, qualify, and onboard independent contractors, subcontractors, and vendors.
  • Solicit and analyze bids, proposals, and service quotes based on cost, scope, reliability, risk, and operational requirements.
  • Negotiate pricing and contract terms that support business and budget objectives.
  • Prepare and coordinate contracts, renewals, amendments, and contract closeout documentation.
  • Verify and maintain required vendor records, including W-9 forms, business licenses, certificates of insurance, and other compliance documents.
  • Train and support vendors in using the company's procurement portal.
  • Monitor vendor compliance, contract requirements, documentation expirations, and contractual deliverables.
  • Maintain accurate procurement databases, records, reports, and contract-status information.
  • Track vendor performance and procurement activity.
  • Identify cost-saving opportunities and recommend procurement process improvements.
Qualifications
  • At least one year of experience in procurement, purchasing, contract administration, vendor management, or a related field.
  • Working knowledge of procurement processes and contract administration principles.
  • Strong organizational, documentation, and recordkeeping skills.
  • Ability to manage multiple projects, deadlines, and competing priorities.
  • Ability to evaluate vendor proposals, pricing, and procurement data.
  • Strong written and verbal communication skills.
  • Proficiency with Microsoft Office.
  • Experience working with independent contractors or subcontractor agreements is preferred.
  • Experience with procurement software, vendor portals, or contract management systems is preferred.
  • Knowledge of vendor qualification and compliance processes is preferred;
  • Spanish-English bilingual proficiency is strongly preferred to support communication with Spanish-speaking contractors and vendors.
