Lending Compliance Analyst IIFull Time Senior Office Operations Center, Rancho Cucamonga, CA, US
Salary Range: $26.52 To $36.47 Hourly
Exact compensation may vary based on skills, experience and/or education, and location. This position is also eligible for an annual bonus.
SUMMARY
The Lending Compliance Analyst II will report directly to the Lending Compliance Officer and will provide support to the Lending Compliance Manager and other lending compliance and CRA associates. The Lending Compliance Analyst II is a mid-level position. The ideal candidate will display moderate skill and familiarity with regulations and monitoring techniques and will have at least basic knowledge in all regulatory areas.
May have moderate to expert knowledge in select areas and may require some oversight and guidance to complete tasks.
ESSENTIAL DUTIES and RESPONSIBILITIES
- Complies with and stays abreast of all federal and state laws and regulations applicable to the job, including all Bank policies and procedures for consumer, mortgage, and commercial loans. This includes, but is not limited to, the following regulations: ECOA, FCRA/FACTA, Fair Lending, UDAAP, HMDA, Regulation O, MLA/SCRA, Flood regulations, SAFE Act, RESPA, TILA, and TRID.
- Conducts monitoring functions to ensure compliance with all applicable state and federal laws and regulations, as well as Bank policies and procedures.
- Conducts ongoing and/or ongoing reviews on various aspects of lending functions, which may include: loan files, loan systems, loan documents, lending practices, and other aspects of lending compliance. Assignments of these are based upon experience levels.
- Reviews new and renewed consumer, mortgage, and commercial credit files to ensure compliance with ECOA and other applicable laws and regulations and Bank policies and procedures.
- Reviews credit disputes to ensure compliance with CFRA and other applicable laws and regulations and Bank policies and procedures.
- Reviews loan file compliance with flood regulations and Bank policies and procedures.
- Reviews loan files to ensure compliance with Identity Theft/Red Flags policy and procedures.
- Reviews loan files to ensure compliance with ECOA Appraisal Rule and other applicable regulations and Bank policies and procedures.
- Reviews frozen and terminated open-end loans for compliance with ECOA and other applicable regulations and Bank policies and procedures.
- Reviews and monitor new consumer loan files for compliance with SCRA, MLA, Bank policies and procedures, and loan servicing to ensure compliance with application regulations. Retains documentation of all reviews and monitoring efforts.
- Ensures all loans comply with HMDA regulations and Bank policies and procedures and that all loans are properly identified when HMDA reportable and that all data is captured, entered, and recorded on the Loan Application Register.
- Reviews loans secured by stock to ensure compliance with Regulation U and Bank policies and procedures.
- Tracks, reports, and resolves issues identified from compliance monitoring efforts.
- Maintains proficiency with CRA and HMDA data collection software and loan origination software and compiles and validates CRA, HMDA, and Fair Lending data as requested.
- Participates in training sessions as required.
- Assists with gathering information, as required, for internal audits and/or examinations.
- Assists Centers/Departments with lending compliance questions and problem solving.
- Assists with special projects and/or investigations as they arise.
- Provides, presents, and promote The Citizens Experience to all external and internal customers.

Supervisory Responsibilities:
This position does not have any supervisory responsibility.
Qualifications
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Must possess good knowledge of Bank lending functions and services; related state and federal laws and regulations, and other Bank operational policies and procedures. Excellent organizational and time management skills with the ability to multi task.
Education and/or Experience
Bachelor’s degree in Business, Accounting, Finance, 3 to 5 years related experience and/or training; or equivalent combination of education and experience. Work related experience should consist of a lending compliance and/or mortgage lending compliance background in a financial institution.
Language Skills
Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to effectively present information to management.
Mathematical Skills
Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
