Community Planning & Development Assistant

Rantoul, IL – Full-time position in the Community Planning & Development Department of the Village of Rantoul. The role supports community revitalization efforts and assists in building and maintaining vital municipal services.

Responsibilities
  • Welcome visitors and customers in a professional and friendly manner.
  • Screen incoming calls, mail, and general inquiries.
  • Assist contractors and the general public with the completion of Building Permit Applications.
  • Issue permits and direct building inspection requests to building inspectors.
  • Register new contractors and process annual Contractor License Renewals for Electrical and Mechanical Contractors.
  • Ensure required documentation and fees are submitted before issuing license renewals for Fire Protection, Mechanical, & Electrical Contractor Licenses.
  • Process and schedule inspections for Mobile Home Certificate of Occupancy Applications.
  • Maintain the Village’s plan inventory, including scanning and storing building plans.
  • Register new landlords and their properties into the Village’s Rental Registration Program; prepare annual rental registration statements and process Rental Registration certificates.
  • Maintain a good rapport with landlords and property owners; assist tenants with Tenant Inspection Requests.
  • Identify and document use of recently sold residential properties.
  • Schedule life safety inspections for rental properties, tenant inspection requests, and group homes.
  • Compile, scan, and email all paperwork to the Village Attorney for complaint filings and rental inspections where violations were not brought into compliance.
  • Process all liens on properties for code enforcement cases, forward liens to the Champaign County Recorder’s Office, and prepare necessary lien releases.
  • Maintain timesheets, post hours, and review payroll information for Department staff.
  • Prepare and process purchase orders and requisitions for the Department; understand and maintain accurate accounting on line‑item balances.
  • Prepare routine correspondences, monthly and weekly permit reports, and other reports as needed.
  • Maintain departmental correspondence, files, and records; notarize documents as required.
  • Work closely with the Village Utility Department verifying property owners and tenants and ensuring accurate payment processing.
  • Actively organize and participate in the Village of Rantoul annual Clean‑Up Day.
  • Assist in the development and updating of operating procedures, policies, rules, and regulations; prepare and process annual Fire Protection Agreements.
Requirements
  • Associate’s Degree in Business Administration or similar preferred; at least a High School Diploma or equivalent required.
  • Preferred:
    Bilingual Spanish.
  • At least two years’ experience in an administrative environment.
  • At least two years of basic accounting or bookkeeping experience.
  • Proficiency in Microsoft Office.
  • At least four years of experience in customer service.
  • Exceptional organizational and time‑management skills.
  • Knowledge of Village of Rantoul values, ordinances, departmental policies, rules, and procedures preferred.
  • Strong problem‑solving and decision‑making abilities for customer interactions.
  • Excellent oral and written communication skills with Village staff, visitors, and customers.
  • Excellent multi‑tasking skills and ability to meet tight deadlines.
  • Willingness to serve as a notary signing agent.
  • Ability to work independently with minimal supervision.
