COMPENSATION & LOGISTICS

Pay Rate: $60/hr straight time | $90.00/hr OT (anything in excess of 40 per week)

Mobilization: Standard mobilization/demobilization. Travel provided (mileage or flight, per diem while traveling and travel time) per company policy.

Home Leave: Standard home leave policy applies, travel expenses (mileage or flight) reimbursed per company policy.

Project Overview

The Client is seeking a contract Turnover Coordinator to support construction and commissioning of the Lange II Generating Station, a new 99-megawatt natural gas-fired (dual-fuel) electric generation facility being developed by Black Hills Energy in Rapid City, South Dakota. The facility will feature six dual-fuel Reciprocating Internal Combustion Engine (RICE) units capable of running on natural gas or diesel, serving growing energy demand across South Dakota and eastern Wyoming.

The project represents an estimated $280 million investment, with construction underway and commissioning targeted for Q3–Q4 2026 ahead of commercial operation in Q4 2026. The individual will serve as the site's Turnover Coordinator, responsible for managing the systems turnover process from construction to commissioning and from commissioning to operations, including turnover packages, punch-list tracking, and system walkdowns.

Key Responsibilities
  • Serve as the Client's Turnover Coordinator, managing the systems turnover process from construction to commissioning and from commissioning to operations
  • Develop and maintain the systems turnover schedule, sequencing, and turnover package requirements in coordination with the EPC and commissioning team
  • Compile, review, and track completion of turnover packages (ITPs, ICLs, test records, drawings, vendor documentation) prior to system handover
  • Track the Deficiency Log and punch-list items to closure, coordinating resolution across the EPC, subcontractors, and vendors
  • Coordinate and facilitate system walkdowns between construction, commissioning, and operations stakeholders
  • Maintain the turnover tracking log, reflecting system status, open items, and turnover certificate progress
  • Review and validate completeness of turnover certificates and supporting documentation prior to Client acceptance
  • Coordinate with equipment vendors and testing agencies to confirm system readiness for turnover
  • Identify and escal schedule, documentation, or completeness discrepancies to the Client and project team
  • Attend Pre-Operations meetings and Quality Walkthroughs to support turnover readiness
  • Provide regular status reporting on turnover progress to Client leadership
  • Comply with all site safety programs, OSHA requirements, and Client safety protocols
Ideal Candidate Profile Required Experience & Qualifications
  • Prior experience as a Turnover Coordinator, Completions Coordinator, or similar role on power generation, substation, or utility-scale infrastructure projects
  • Strong understanding of systems turnover processes, including turnover packages, punch-list, and completion certificates
  • Experience with construction-to-commissioning and commissioning-to-operations handover processes
  • Ability to read and interpret electrical one-lines, P&IDs and commissioning procedures
  • Experience coordinating EPC contractors, equipment vendors, and third-party testing agencies during turnover
  • Experience managing turnover and QA/QC documentation (ITPs, ICLs, NCRs, punch-lists) in Procore or similar construction management platforms
  • Strong organization skills with the ability to track multiple systems and turnover packages simultaneously
  • Strong written and verbal communication skills; comfortable coordinating across construction, commissioning, and operations teams
