Construction Project Engineer

Position Summary
We are seeking a Construction Project Engineer to support construction contracts administered by the Resident Office at Ellsworth AFB. This role is responsible for managing routine project engineering activities independently, supporting contract modifications, coordinating with stakeholders, and helping ensure construction work is completed in compliance with plans, specifications, quality, safety, and schedule requirements.
Key Responsibilities
- Serve as Project Engineer on assigned construction contracts and escalate complex issues to the supervisor as needed
- Participate in all phases of the contract modification process
- Coordinate with customer representatives, cost-sharing partners, and project managers regarding progress, outstanding issues, and potential delays
- Arrange and lead pre-work meetings; attend coordination, preparatory phase, and safety meetings
- Review plans and specifications to understand construction requirements and design criteria; recommend changes and provide lessons learned feedback
- Prepare scopes of work for RFPs, assist with government estimates, and review contractor proposals
- Develop and implement Quality Assurance Plans in accordance with regulations; support the onsite Quality Assurance Representative
- Monitor contractor work for compliance with plans, specifications, contract requirements, quality, safety, and schedule expectations
- Review contractor submittals, schedules, environmental, safety, and quality control programs, certifications, and shop drawings
- Prepare correspondence related to contractor performance, RFIs, technical issues, disputes, claims, and payment estimates
- Update assigned project status in RMS, including milestone events, risks, and potential delays
Required Qualifications
- Bachelor's degree in Engineering in any discipline
- 5+ years of construction engineering experience
- 5+ years of experience supporting all phases of the contract modification process
- Experience reviewing construction plans, specifications, schedules, submittals, and contractor proposals
- Experience supporting quality assurance, safety, and construction coordination activities
- U.S. citizenship required due to federal contract requirements
Preferred Qualifications
- Experience supporting federal or military construction projects
- Experience with RMS and government construction documentation
- Familiarity with RFIs, claims, disputes, payment estimates, and progress tracking
- Strong written and verbal communication skills with ability to coordinate across multiple stakeholders
