Position Objective

These cases are characterized by their diversity and complexity, necessitating the capacity to interpret information in alignment with South Dakota Codified Law, county directives, and additional funding criteria.

Analyze and assess financial, medical, and pertinent data to ascertain eligibility for economic and medical assistance. These cases are characterized by their diversity and complexity, necessitating the capacity to interpret information in alignment with South Dakota Codified Law, county directives, and additional funding criteria.

Position Functions Essential Functions
  • Assess complex financial and social situations with clients to establish needs and eligibility by effectively utilizing county guidelines and grant fund regulations.
  • Calculate the appropriate amount of financial assistance provided by weighing multiple sets of program guidelines and regulations, client needs, and availability of additional resources.
  • Allocate County and other resources, both monetary and non‑monetary focusing on fiscal responsibility.
  • Convey information professionally to community organizations, vendors, landlords, funeral home representatives, and other pertinent entities.
  • Assist clients in completing applications and acquiring essential documentation to access additional or alternative resources.
  • Manage multiple client applications for several programs in an efficient and timely manner.
  • Collect and input required statistical data across multiple programs while maintaining comprehensive and professional case files.
  • Research and examine alternative resources and potential third‑party reimbursements.
  • Provide appropriate referrals to a continually evolving and diverse network of community agencies.
  • Performs related duties as assigned by Supervisor.
  • Maintains compliance with all county policies and procedures.
Qualifications

Education and/or Experience Required
  • Bachelor’s Degree in Social Work, Counseling, or related Human Services field. A combination of education and experience may be considered.
  • Three to five years of related experience in complex health services, social services or related social work.
  • Ability to operate standard office equipment and a computer with working knowledge of computer and software applications, including Microsoft Office programs.
  • Possession of or ability to attain a valid driver’s license.
  • Knowledge of community resources such as but not limited to; the Department of Social Services, Affordable Care Act, Volunteers of America.
Physical Requirements
  • Ability to safely and successfully perform the essential job functions consistent with the ADA, FMLA, and other federal, state and local standards, including meeting qualitative and quantitative productivity standards.
  • Ability to maintain regular, punctual attendance consistent with the ADA, FMLA, and other federal, state and local standards.
  • This position frequently remains stationary for long periods of time and needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
  • Constantly operates a computer and other office productivity machinery such as a calculator, copy machine and printer.
  • Must be able to move up to 20 pounds unassisted, and move 40 pounds with assistance.
  • Must be able to communicate clearly and effectively on telephone, in‑person and in writing.
Additional Information Working Environment
  • Most work is performed indoors in an office where noise and interruptions often occur.
  • Overtime hours may be required to meet project deadlines.
  • Some travel may be required for training and meetings.

Health – Pennington County has a self‑funded health care program for employees and their dependents. Health Insurance and Prescription Drug is covered through Wellmark (Blue Cross Blue Shield). Two plans are offered: a traditional PPO plan with co‑pay structure and a high deductible plan with higher deductible/out‑of‑pocket maximums.
