Responsible for procurement operations, purchasing activities, vendor management, sourcing strategies, contract administration support, and procurement compliance. Ensures efficient acquisition of goods and services while maintaining compliance with applicable regulations and organizational policies.

Essential Functions Procurement Operations
  • Oversees purchasing activities and procurement workflow.
  • Reviews procurement requests and acquisition strategies.
  • Ensures timely and cost-effective procurement processes.
  • Develops and maintains vendor relationships.
  • Supports competitive sourcing activities.
  • Evaluates vendor performance and service delivery.
Contract & RFP Administration
  • Assists departments with development of procurement specifications.
  • Oversees solicitation processes including Request for Proposals (RFPs), Request for Quotes (RFQs), and bids.
Compliance
  • Ensures adherence to procurement policies and federal requirements.
  • Maintains procurement records and audit documentation.
  • Conducts quality reviews of purchasing transactions.
Training & Procurement Support
  • Provides training, guidance, and ongoing support to staff involved in procurement and purchasing processes.
  • Assists with onboarding new staff on purchasing procedures, procurement documentation, vendor use, approval workflows, and compliance requirements.
  • Serves as a resource for departments regarding proper purchasing practices, allowable procurement methods, required documentation, and purchasing system usage.
  • Supports training related to equipment and supply ordering for new clinics, expanded services, and departmental start-up needs.
  • Helps ensure staff follow organizational procurement policies, federal requirements, internal approval processes, and audit documentation standards.
Lead Responsibilities
  • Serves as the lead resource and subject matter expert for procurement and purchasing functions.
  • Provides guidance, training, and technical assistance to staff regarding purchasing policies, procedures, systems, and documentation requirements.
  • Coordinates complex procurement activities, including requests for quotes, bids, and proposals.
  • Reviews purchasing transactions and procurement documentation to promote compliance, accuracy, and consistency.
  • Assists departments in identifying appropriate procurement methods and vendor solutions to support operational needs.
  • Demonstrated experience leading projects, coordinating procurement activities, or serving as a technical resource for purchasing processes is preferred.
Education/Experience
  • Bachelor's degree in Business Administration, Supply Chain Management, Logistics, Public Administration, or a related field and one (1) year of progressively responsible procurement, purchasing, logistics, supply chain, contracting, or related experience; or
  • Associate degree in a related field and three (3) years of progressively responsible procurement, purchasing, logistics, supply chain, contracting, or related experience; or
  • High school diploma or GED and five (5) years of progressively responsible procurement, purchasing, logistics, supply chain, contracting, or related experience.
  • Knowledge, Skills, and Abilities:
    Demonstrated experience leading projects, coordinating procurement activities, or serving as a technical resource for purchasing processes is preferred.
