Construction Surveillance Technician (CST) Fellowship

This is an unpaid fellowship through the Department of War (DoW) Skill Bridge Program. The fellow selected for this role will not receive compensation or benefits from GDIT and will not be an employee, agent or contractor of GDIT but rather will remain an employee of the DoW and will receive compensation and benefits through the DoW.

Job Description:

Through the DoW Skill Bridge Program, GDIT offers transitioning Service Members the opportunity to gain hands-on training and experience as a Construction Surveillance Technician (CST) Fellow. In this Fellowship, you'll observe and participate in real-world mission security activities, learn from experienced security professionals, and develop the skills used to protect Sensitive Compartmented Information Facilities (SCIFs) and Special Access Program (SAP) construction efforts across military and government operations.

You'll work alongside GDIT security teams and customer counterparts while preparing for a successful transition into the civilian security and intelligence workforce.

As a Construction Surveillance Technician (CST) Fellow, you will train under the guidance of Senior Security Representatives and site leads to understand how secure facilities are monitored, documented, and accredited during construction. During the Fellowship, you will support construction surveillance operations, material inspections, escort activities, and compliance observations while learning how threats, vulnerabilities, and risks are identified and mitigated in classified construction environments.

You will collaborate closely with internal teams, uniformed escorts, and government stakeholders to gain insight into physical security operations, compliance enforcement, and accreditation processes.

How a Construction Surveillance Technician (CST) Fellow will make an impact:

  • Construction Surveillance & Monitoring:
    Observe, photograph, and continuously monitor all phases of SCIF and SAP construction Document construction activities to ensure compliance with security requirements Support development of final accreditation packages
  • Material Inspections:
    Inspect materials delivered for use in secure construction environments Verify compliance with physical and technical security standards
  • Threat & Risk Identification:
    Identify threats, vulnerabilities, and potential risks within classified construction sites Communicate findings and recommendations to site leadership
  • Escort & Site Security Management:
    Manage uniformed escort personnel and associated access logs Assign, train, and brief site security staff
  • Incident Reporting & Briefings:
    Draft security incident reports and maintain supporting documentation Prepare briefings for government and civilian agencies, including senior military leadership
  • Policy & SOP Enforcement:
    Follow and enforce customer Standard Operating Procedures (SOPs) Recommend improvements to security policies, procedures, or systems
  • Administrative & Operational Support:
    Perform administrative and operational support functions as directed by the Contractor Site Lead and/or Senior Security Representative

What you'll need to succeed:

  • Eligibility Requirements: U.S. Citizenship Active TS/SCI w/ Polygraph The role requires on-site participation at client facility

    Bachelor's degree or equivalent experience (4 years)
  • Technical

    Experience:

    1–2 years of related experience in the following:
    Security Intelligence Law enforcement Construction security Military operations Equivalent experience may be credited as follows:
    Security Fundamentals Professional Certification (SFPC) — up to 3 years Special Program Security Certification (SPSC) — up to 5 years Maximum combined certification credit not to exceed 5 years Knowledge of Intelligence Community Directive (ICD) 705 related to SCIF construction and compliance with uniform IC physical and technical security requirements
