JOB PURPOSE
The Purpose of this position is responsible to maintain the required documents to issue LPO, GRN, process invoices and overall document process.
RESPONSIBILITIES AND DUTIES
- Process Purchase requisitions / orders within purchasing authority
- Invite, assess, and award/recommend supplier tenders, bids, quotations, and proposals
- Establish and negotiate contract terms and conditions and maintain supplier relationships.
- Prepare and maintain purchasing records, reports and price list.
- Work with internal and external stakeholders to determine, procurement needs, quality, and delivery requirements.
- Assist in development of specifications for equipment, materials, and services to be purchased.
- Administer contact performance, including delivery, receipt, warranty, damages and insurance.
- Reconcile or resolve value discrepancies.
- Comply with and maintain knowledge of applicable rules, legislation, regulations standards and best practices.
- Address staffing resource needs and supervise purchasing clerks.
- Develop and maintain constructive and cooperative working relationships with colleagues and management
- Maintain a bidders list, vendors file, and such other records as are needed for the efficient operations of purchasing function.
- Supervise the inspections of all supplies, services and equipments purchased to insure conformance with specifications.
- Keep informed of current developments in the field of purchasing prices, market conditions and new products.

Knowledge, Skills and
Competencies:
The successful candidate will be an excellent communicator, strong leader as well as have Avery good presentation skills.
- Certified professional purchaser accreditation/business degree and several years experience in a public purchase environment.
- Maintains confidentiality of purchasing financial information.
- Ensure compliance with standard practices, regulations, and statutes.
- He should be expert in computer usage and procurement related software.
- Knowledge of filing system record keeping.
