Human Resources Director

About the Role

The Public Services Department is seeking a strategic and experienced HR Department Director to lead the Human Resources function within the Support Services Sector.

This role is responsible for setting HR strategy, policy, and direction in alignment with organizational objectives, while ensuring compliance with applicable laws and regulations. The successful candidate will provide leadership to the HR team and help build a fair, engaged, and high-performing workplace.

• Develop and implement HR strategies and initiatives aligned with the department's corporate strategy
• Design and oversee HR policies, procedures, and programs that promote fairness, transparency, and consistency
• Lead end-to-end recruitment, selection, onboarding, and talent retention
• Implement performance management systems and support managers through the evaluation process
• Advise on and resolve employee relations matters, including conflict resolution and disciplinary processes
• Oversee compensation, benefits, and employee recognition programs
• Ensure ongoing compliance with employment laws and regulations; lead internal audits as required
• Maintain accurate, confidential employee records in line with data privacy standards
• Produce HR analytics and reporting to inform senior leadership decision-making

• Bachelor's degree in human resources, Business Administration, or a related field (required)
• Minimum of 9 years of progressive HR experience, ideally within a public sector or government environment
• Professional certification such as PHR/SPHR or SHRM-CP/SHRM-SCP is an advantage
• Strong knowledge of employment law, HR best practices, and HR information systems
• Proficiency in English and the Microsoft Office Suite
