Assistant Director of Facilities, Capital Projects and Construction
Position Goal:
To support the Director of Facilities in planning, managing, and overseeing the District's capital improvement and construction projects, ensuring that all projects are delivered safely, on time, within budget, and in full compliance with applicable laws, regulations, and District standards.
Essential Functions:
- Manages and oversees all capital improvement, renovation, and new construction projects from planning and design through closeout, including coordination with architects, engineers, contractors, and vendors.
- Serves as the District's primary owner's representative on construction projects, attending all project meetings, reviewing submittals, responding to RFIs, and maintaining complete and accurate project documentation.
- Reviews and interprets architectural drawings, specifications, AIA contracts, certified payroll records, and other construction-related documents to ensure compliance with District standards and project intent.
- Coordinates the bidding and procurement process for capital projects, including preparation of bid packages, solicitation of proposals, evaluation of bids, and recommendation of contract awards in compliance with Pennsylvania public bidding laws.
- Monitors construction progress, quality of work, and contractor performance; issues notices of non-compliance and tracks corrective actions through resolution.
- Works closely with the District's Chief Financial Officer and Superintendent to manage project budgets and track expenditures; review and process contractor pay applications and change orders; and provide regular financial reporting to interested parties, including the Board of Directors.
- Develops and maintains comprehensive project schedules, milestone tracking tools, and status reports to keep District leadership informed of progress and risks.
- Coordinates with building principals, department directors, and external stakeholders to minimize disruption to school operations during construction activities and day-to-day facilities operations.
- Assists in developing and maintaining the District's long-range capital improvement plan, including facility condition assessments, project prioritization, and cost estimating.
- Manages permitting processes, including permit applications, regulatory inspections, and certificates of occupancy; ensures all construction activities comply with applicable building codes, safety standards, environmental regulations, and ADA accessibility requirements.
- Coordinates project commissioning, punch list completion, and closeout activities, including collection of as-built drawings, warranties, operation and maintenance manuals, and training of facilities staff on new systems.
- Provides departmental support by responding to assigned work orders, maintenance requests, and facility emergencies, ensuring prompt and effective resolution through direct action or appropriate delegation.
- Manages and supervises assigned personnel, including scheduling, attendance, overtime, performance evaluation, and discipline; participates in recruitment, promotion, and dismissal processes as directed.
- Conducts regular facility and construction site inspections and risk assessments to identify and address safety hazards, verify workmanship standards, and ensure cleanliness and proper upkeep.
- Provides training, guidance, and ongoing professional development for assigned staff; organizes orientation programs on the proper operation and maintenance of school facilities and building systems.
- Participates in ongoing professional development, including PASBO-affiliated conferences and training, to remain current on trends, regulations, and best practices in school construction and facilities management.
- Presents project status updates and related items subject to Board approval to building principals, District leadership, and the Board of Directors upon request.
- Performs other duties as assigned by the Superintendent or designee.
Supervisory Responsibilities:
- Provides direct supervision and oversight for assigned personnel, which may include external project management consultants, technical inspectors, vendor representatives, and District staff.
Qualification Requirements:
- Bachelor's Degree in Construction Management, Architecture, Engineering, or a closely related field plus a minimum of five (5) years of experience in capital project or construction management; or an Associate's Degree in a related field plus seven (7) years of related experience; or a High School Diploma or GED plus ten (10) years of directly related experience.
- Education and/or experience in the architectural or building trades field is preferred.
- Experience managing public school or municipal construction projects in Pennsylvania is strongly preferred.
- Demonstrated familiarity with Pennsylvania public bidding laws, the Plan Con process, Act 34, and the Pennsylvania Department of Education's capital projects process is strongly preferred.
