Job Overview
This role involves administrative and adjudicative work resolving disputed tax and revenue collection cases, reviewing tax files, financial records and audit reports prepared by revenue examiners, and providing advisory services to City officials regarding tax laws and ordinances. Employees conduct lectures and seminars on the tax code for tax professionals, evaluate tax and revenue cases appealed by the public concerning assessments levied by the City, and apply the appropriate tax ordinances and regulations to render decisions.
Conferring with taxpayers and their representatives to resolve disputed cases and facilitate compromise settlements is key. Work is performed under the direction of an administrative superior.
- Resolve disputed tax and revenue collection cases.
- Review tax files, financial records, and audit reports.
- Provide advisory services to City officials on tax laws and ordinances.
- Conduct lectures and seminars on the tax code for tax professionals.
- Evaluate tax and revenue cases appealed by the public concerning assessments.
- Apply appropriate tax ordinances and regulations to render decisions.
- Confer with taxpayers and representatives to resolve disputes and effect compromise settlements.
- Education:
Bachelor’s degree program at an accredited college or university with major coursework in accounting. - Option 1 – General
Experience:
Minimum two years of auditing or accounting experience involving auditing of accounting and other business records to compute tax liabilities or reviewing and analyzing records of expenditures and income for taxation purposes. - Option 1 – Specific
Experience:
Minimum two years of full performance level auditing or accounting experience involving the same audit activities described above. - Option 2 – General
Experience:
Minimum two years of legal experience in the Municipal Tax Litigation Division. - Option 2 – Specific
Experience:
Minimum two years of attorney experience in the Municipal Tax Litigation Division, representing the City as plaintiff and defendant in tax dispute cases. - Master’s degree in Taxation or Business Administration with major coursework in Accounting, a Juris Doctor from an accredited institution, or a valid Certified Public Accountant license issued by the Commonwealth of Pennsylvania may substitute for the general experience requirement.
- Any equivalent combination of education and experience determined acceptable by the Office of Human Resources.
Ability to physically perform the duties and work in the environmental conditions required of a position in this class.

Transcripts must indicate the appropriate degree. Candidates with a degree from a foreign college or university must submit proof of degree certified by a professional evaluation service.
