Position: Election and Voter Registration Clerk 2

Job Overview

This position performs specialized clerical work related to voter registration and election activities in the Office of the City Commissioners. Responsibilities include registering citizens to vote, processing voter registration changes in the Statewide Uniform Registry of Electors database, participating in canvass and election computations, reviewing petitions filed by political candidates, providing information on election laws, and offering technical guidance to lower‑level clerical staff.

The role may also involve processing campaign expense reports and referencing Pennsylvania campaign expense laws.

Key Responsibilities
  • Register citizens to vote and process changes in the statewide voter registry.
  • Assist in canvassing and computation of election results.
  • Receive, review, and process petitions filed by candidates for political office.
  • Disseminate information regarding election laws and procedures to the public, candidates, and political parties.
  • Provide technical direction to junior clerical employees.
  • Process campaign expense reports and reference campaign expense regulations.
Qualifications
  • Current City of Philadelphia employee with permanent Civil Service status and a satisfactory or higher performance rating in the City Commissioners Department.
  • High school diploma or GED.
  • Minimum one year of routine clerical or election support experience.
  • Minimum one year of specific clerical or election support experience in either:
    • Registering citizens to vote or preparing/conducting primary, general, and special elections;
    • Preparing, testing, troubleshooting, and maintaining voting machine equipment.
  • Equivalency may be considered for a combination of education and experience acceptable to the Office of Human Resources.
  • Ability to use computer software proficiently.
Preference Criteria

Philadelphia residents who have maintained bona fide residence in the city for at least one year prior to the civil service examination take priority over other applicants with identical test scores. Documentation of residence may be required to verify eligibility.

Physical and Medical Requirements

Ability to physically perform the duties of this position and to work in the environmental conditions required.
