Contracts Manager – Navy Systems
We are seeking a Contracts Manager to join our Navy Systems team based in York, PA. This role involves overall contract management stewardship across the entirety of programs within a growing business and fast‑paced environment.
Location and CompensationYork, PA (not a remote or work‑from‑home role) | $140,000‑$180,000 base plus significant bonus incentive. Negotiable based on experience.

Travel Required:
Limited travel.
- Review and provide feedback on customer RFIs, draft RFPs, and RFPs; guide program on implications of contract terms and propose recommended exceptions.
- Review and approve contractual documents to protect company's contractual/risk posture, satisfy contractual requirements, and adhere to company policies; keen attention to detail is essential.
- Partner closely with Program Managers, Proposal Manager, and Pricing & Estimating to develop and implement proposal strategies.
- Act as liaison with Legal counsel on contractual matters.
- Plan and execute successful contract negotiations and achieve targeted profit rates as well as favorable terms and conditions to meet profit and cash goals.
- Lead contract administration and customer contact activities to ensure proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications.
- Ensure compliance with all contractual requirements, interpret contract requirements for leadership, draft formal correspondence, coordinate deliverable submittal with stakeholders, and review and execute contract modifications.
- Maintain proactive interface and effective collaboration with program, technical, and operations organizations to provide guidance and direction based on contractual and compliance requirements.
- Demonstrate commitment and energy to meet customer needs; provide concise and effective communication through presentations, written documentation, or email to different levels of management.
- Meet and engage with customers and stakeholders to establish relationships, understand requirements, forecasts and funding, and communicate accomplishments or issues; facilitate collaboration with customers.
- Ensure contract compliance with FAR, DFAR, and other DoD agency regulations.
- Work closely with and be actively engaged with direct Navy and Shipyard customers.
- Establish and clearly communicate program and contract area department vision, including delivery methodologies and processes, program structure, program quality, and operating within government‑defined standards.
- Lead and participate in contract negotiation and changes; coordinate preparation of proposals, business plans, operating budgets, and financial terms/conditions of the contract.
- Identify and assess program risks and issues; develop resolutions to meet productivity, quality, and customer satisfaction goals and objectives.
- Interact with senior management and others concerning matters of significance to the company.
- 8+ years of experience in contracts management roles or related experience.
- Experience working in a Department of Defense contracting environment, preferably supporting the U.S. Navy.
- Knowledge of Federal laws, regulations, terms, conditions, and policies affecting government contracts, including FAR, DFARS, and other agency regulations.
- Experience working with internal and external stakeholders to achieve contract objectives.
- Solid proposal development and negotiation skills; ability to build strong customer relations.
- Knowledge and proficiency using Microsoft Office Suite applications.
- Excellent interpersonal and negotiation skills with a proven ability to create and maintain positive working relationships with leadership, peers, indirect staff, and customers.
- Strong critical thinking skills to enable sound business judgement.
- Experience working with contracts related to manufacturing and/or production.
