Utility Valuation Engineer Supervisor - Western Region

CRIPTION OF WORK

Plan, assign, and direct the work of subordinate Fixed Utility Valuation engineers to include assigning and reviewing inspections, investigations, code applications and enforcement recommendations, and other assignments including Operational Compliance Inspections (OCIs), Reportable Incident Investigations (RIIs), Non-reportable Incident Investigations (NRIIs), and Emergency Action Implementation Reviews (EAIRs).

Oversees and reviews the enforcement of all Public Utility Commission Laws and pipeline Safety Rules and Regulations of the Commission and the U.S. Department of Transportation as they apply to the pipeline operators under the jurisdiction of the Public Utility Commission.

Provides supervisory oversight of complex review and compliance inspections of plans, procedures, and engineering operations of public utilities and other pipeline operators.

Supervise and prepare technical report writing including inspection reports, investigative summaries and testimony.

Provide supervisory functions during responses to explosions and other incidents. Coordinate with other federal, state, municipal and local parties.

Supervise and provide support for recommendations in appeal or legal proceedings.

Supervise, suggest and support recommendations for remedial actions and fines.

Supervise and recommend actions needed by the utility to achieve compliance.

Train, mentor and support all subordinate employees on joint assignments, and complex issues.

Reviews inspections and recommendations by staff for a utility to achieve compliance.

Reviews and appropriately supervise subordinate employees’ work performance.

Oversee the training of subordinate employees, providing one-to-one instruction as required by prescribed training policies.

Conduct inspections, reviews, and investigations as required.

Advises Safety Manager of potential safety issues and findings.

Appropriately maintain PUC assigned vehicle as well as assigned safety clothing.

Successful completion of all training and maintain certifications including USDOT Training and Qualification classes (PHMSA TQ), as assigned by manager.

Travel, including overnight, as needed or directed.

Other duties as required.

Work Schedule and Additional Information:

• Full-time employment.

• Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch period

• The Supervisor position is home headquartered and must be based at an approved location in Pennsylvania in one of the following counties of the
  Northwestern and/or Southwestern, PA region consisting of Allegheny, Armstrong, Beaver, Bedford, Blair, Butler, Cambria, Cameron, Centre, Clarion, Clearfield, Crawford, Elk, Erie, Fayette, Forest, Greene, Huntingdon, Indiana, Jefferson, Lawrence, McKean, Mercer, Somerset, Venango, Warren, Washington, and Westmoreland counties.
