Position: County Caseworker 2 (Local Government) - Allegheny County C&Y

The Position

Allegheny County Department of Human Services, Children, Youth and Families is seeking hard‑working, forward‑thinking applicants who are dedicated to the safety, security, protection and stability of children within our county. Join our team as a County Caseworker 2 and make a real difference in Allegheny County.

Description of Work

The Caseworker 2, Department of Human Services (DHS), Office of Children Youth and Family Services (OCYF), Intake Office (IO), Call Screening Unit, under the general supervision of the Casework Supervisor, processes calls, written reports or walk‑in reports, updates case records and provides information/referral services.

Duties and Responsibilities
  • Investigative Functions:
    • Writes reports of suspected child abuse/neglect made to the agency.
    • Receives referrals via phone contacts, written reports or walk‑in reporters from sources such as hospitals, schools, police, social service providers, neighbors, relatives and anonymous callers.
    • Obtains and updates information from clients and collateral contacts on the family social history, demographic information, medical and school history, financial status, current family functioning, etc.
  • Diagnosis/Case Planning:
    • Assesses information obtained during investigations.
    • Reviews all relevant records necessary to process suspected child abuse reports.
  • Treatment/Goal Implementation:
    • Maintains phone, in‑person or written contact with consumers and collateral resources as needed to complete written reports.
    • Coordinates agency and community services for the consumers.
  • Reporting and Record Keeping:
    • Updates the case record by documenting case activity and current information on the family according to prescribed outlines and dictation plan, on a quarterly basis or more frequently, as needed, to effectuate case closings and transfers in a timely fashion.
    • Files relevant case‑related material in the family and/or child’s records.
    • Files case records in designated area in the unit.
Work Schedule and Additional Information
  • Full-time employment.
  • Work hours are 9:30 AM to 5:30 PM, Monday‑Friday, with a 1‑hour lunch.
  • Telework:
    This position may be eligible to telework part time, up to two days per week after six months of employment. Specific details of the telework schedule will be discussed during the interview process. To telework, you must have a securely configured high‑speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Pittsburgh.

    The ability to telework is subject to change at any time. Additional details may be provided during the interview.

Required Experience, Training & Eligibility Qualifications

Minimum Experience and Training Requirements:

  • Six months of experience as a County Caseworker 1; or
  • Successful completion of the County Social Casework Intern program; or
  • A bachelor’s degree with a social welfare major; or
  • A bachelor’s degree which includes or is supplemented by 12 college credits in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences and one year of professional social casework experience in a public or private social service agency; or
  • Any equivalent combination of experience and training which includes 12 college credits in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences.
  • Applicants will be considered to have met the educational requirements once they are within two months of graduating with a qualifying degree/credits.
Other Requirements
  • PA residency requirement is currently waived for this title.
  • You must be able to perform essential job functions.
Legal Requirements
  • You must pass a background investigation.
  • This position falls under the provisions of the Child Protective Services Law.
