The Opportunity: The City of Red Deer is currently recruiting for a Development & Protective Services Financial Analyst to fill an 18-month full‑time term position. The DPS Financial Analyst provides analytical, systems, business process and financial support to the organization through the Operations Division and includes the operations of Planning, Inspections, Licensing & Parking, Land & Economic Development, Engineering, Municipal Police, Corporate Security and Emergency Services.

This position requires the ability to utilize past exposure to business environments to successfully manage multiple priorities, including the review, research and analysis of existing processes, systems and procedures, the development and implementation of new initiatives and business processes, the evaluation and development of internal controls and corporate policy and procedure and the ability to interpret, apply and draft complex bylaw/legislation.

Reconciliation, analysis and decision making based on complex financial data is necessary. Project development and leadership, reporting and presentations to senior management, committees and City Council is required. An analytical nature, exceptional communication skills, proven leadership, superior critical thinking, demonstrated project management, strong problem solving and effective persuasion skills are essential in this role. This is largely a self‑directed position and requires the incumbent to take initiative, seek opportunities, exercise a high degree of professional judgment, develop strong working relationships and work independently.

Decisions made in this role have impact across the department, organization, on City Council and the public.

Key Responsibilities:

  • Lead Financial Analysis, Forecasting, and Reporting – Develop financial forecasts, budgets, economic estimates, and key performance indicators (KPIs). Analyze revenues, expenditures, and financial trends to support decision‑making.
  • Manage Budget Planning and Variance Analysis – Prepare, consolidate, monitor, and maintain departmental budgets. Conduct variance analysis and present findings and recommendations to senior leadership.
  • Provide Strategic Financial Advice and Business Recommendations – Evaluate financial impacts, business cases, feasibility studies, agreements, and contracts. Recommend policies, procedures, and operational improvements.
  • Prepare and Present Management Reports – Develop briefing notes, reports, dashboards, and presentations for senior management, committees, and Council. Communicate complex financial information clearly to stakeholders.
  • Ensure Financial Integrity and Accounting Compliance – Manage reconciliations, prepare complex accounting entries, and review financial transactions. Ensure adherence to GAAP, PSAS, MGA, and other legislative requirements.
