About the DepartmentThe Auditor-Controller serves as the chief accounting officer for the County and acts as ex‑officio Auditor and/or Controller for schools, special districts, and joint powers agencies. The office draws warrants, makes deposits, prepares payrolls, supervises accounting for all County departments, tabulates the County budget, and produces financial reports and audits.
Position OverviewUnder general supervision, incumbents perform a variety of complex professional auditing, accounting, and fiscal functions for departments, funds, and budgets. The Auditor‑Accountant Associate III will review accounting methods and practices of County departments, special districts, and other agencies and report on compliance.
Responsibilities- Audit and approval of all journal entries submitted by County Departments and Special Districts.
- Audit of grant claims submitted by County Departments.
- Prepare sections of the Annual Comprehensive Financial Report and Citizens’ Report.
- Prepare sections of the California State Controller’s Financial Report.
- Prepare the Countywide Cost Allocation Plan.
- Compile the County Master Fee Schedule.
- Perform various internal audits.
- Assist with countywide budget compilation.
This advanced‑journey position requires completing highly complex auditing and accounting work, ensuring audit plans are followed, and managing compliance by departments and programs. Incumbents may supervise a small unit or act as team leaders and must possess substantial auditing and accounting knowledge.
Knowledge ofGenerally accepted accounting principles (GAAP) and auditing principles related to public sector financial administration; general and cost accounting principles; GAAP, GASB, FASB, State Controller’s Guide, and GFOA standards; project and grant management; financial and statistical models;
Shasta County operations, policies, and procedures; accounting and budget systems; business computing; bookkeeping practices;
English usage; supervision techniques.
Read, interpret, and apply accounting standards and regulations; lead and coordinate work of subordinates; analyze contracts; prepare and interpret financial reports; correct and update financial systems; meet deadlines; recommend improvements; maintain cooperative relationships; communicate effectively; schedule and train staff; maintain confidentiality; perform 10‑key typing accurately.
Minimum Qualifications- One (1) year of experience as an Auditor‑Accountant Associate II or equivalent with Shasta County; OR
- A bachelor’s degree in accounting, public administration, business administration, or related field, with at least 15 units in accounting courses AND two (2) years of professional level accounting experience comparable to an Auditor‑Accountant Associate II AND two (2) years of business‑related computer experience.
- Education, professional training, certificates, or additional experience that is directly related to the knowledge and abilities may be substituted.
Possession of a valid California driver’s license.
Physical Demands and Work EnvironmentRegularly required to sit, use hands, talk, and hear; occasionally stand and walk; may lift and/or move up to 25 pounds. Requires clear and color vision. Noise level is usually moderate.
