ABOUT THE DEPARTMENT

The Shasta County Health and Human Services Agency (HHSA) partners with the community to protect and improve the health and wellbeing of Shasta County residents. HHSA is organized into four branches:
Behavioral Health & Social Services, Public Health, Economic Mobility, and a centralized Administration Services. HHSA promotes optimal health for all. The frail, the abused, the mentally ill, and those without resources look to HHSA for services and resources to meet their basic needs, and to protect their health and safety.

The Administration Services Branch includes the HHSA Director’s office, Contracts, Asset Management, Fiscal, Financial Audits and Control, Medical Billing, Payroll, Community Relations and Education, Staff Development, Internal Accountability, Compliance, and Performance, Privacy and Security, Safety, Technology, and Administrative Hearings and Civil Rights. Each of these groups support the branches to help them achieve their goals.

ABOUT THE POSITION

The current opening exists within the Administration Branch of the Health and Human Services Agency, specifically the Utilization Management and Quality Assurance Unit under the Quality Management Program.

This position is not a direct clinical services position. In the non-direct clinical service setting, under general supervision, to provide clinical and administrative functions that support the documentation and delivery of high-quality treatment services to seriously emotionally disturbed adults and children, conduct internal and external chart auditing, service utilization review, medication monitoring, maintaining documentation standards and communicating standards to clinical staff, monitoring activities to ensure quality of service delivery and compliance with the Mental Health Plan contract, training, Medi‑Cal site certification, researching and interpreting and applying federal, state and local regulations governing the provision of these services;

and to do related work as assigned.

Mental Health Clinician II applicants should have the education/experience necessary to provide professional rehabilitative, case management, counseling, and medically necessary treatment services to seriously emotionally disturbed adults and children; and to perform related work as assigned.

DISTINGUISHING CHARACTERISTICS

This is a licensed Mental Health Clinician classification. Upon entrance into this class, incumbents are expected to be fully trained and licensed by the California Board of Behavioral Science Examiners. Employees in this class carry a caseload and deliver mental health services.

IDEAL CANDIDATE

The ideal candidate for the Utilization Management and Quality Assurance Unit will work well in a team environment and be able to handle multiple projects with different competing priorities effectively. Strong communication skills, including interpersonal skills and public speaking, are highly desirable. Experience with providing services for children and adults with severe mental illness; utilization review of mental health treatment services;

interpretation of local, state or federal regulations; writing policies & procedures; or providing group trainings would also be beneficial.
