The Shasta County Health and Human Services Agency (HHSA) partners with the community to protect and improve the health and wellbeing of Shasta County residents. HHSA is organized into four branches:
Behavioral Health & Social Services, Public Health, Economic Mobility, and a centralized Administration Services. HHSA promotes optimal health for all. The frail, the abused, the mentally ill, and those without resources look to HHSA for services and resources to meet their basic needs, and to protect their health and safety.

The Administration Services Branch includes the HHSA Director's office, Contracts, Asset Management, Fiscal, Financial Audits and Control, Medical Billing, Payroll, Community Relations and Education, Staff Development, Internal Accountability, Compliance, and Performance, Privacy and Security, Safety, Technology, and Administrative Hearings and Civil Rights. Each of these groups support the branches to help them achieve their goals.

About the position:
Under general direction, plans, directs, evaluates, and participates in the work of administrative and technical support staff responsible for data collection and analysis, policy recommendations, and special projects of a major work unit; performs complex administrative and technical work for the department; and performs other work as required.

Distinguishing characteristics:
This is the advanced working and lead-level class in the Agency Staff Services Analyst series. Employees in this class have responsibility for staff support, which may consist of a variety of general administrative, data analysis, program analysis, fiscal, staff development, and/or information processing. Incumbents have lead or limited supervisory responsibility in addition to Agency Staff Services Analyst duties.

Ideal candidate:
The ideal candidate will have experience extracting large amounts of data and organizing it into a readable format as well as the ability to manage projects with competing priorities involving multiple customers simultaneously. The candidate will also have experience reading, researching, and interpreting complex rules and regulations and have data analysis and evaluation experience; the ability to present findings in a manner that is understandable to a broad audience and be skilled at interacting with diverse groups with varied information needs and levels of understanding.

Experience using Microsoft Access and SQL would be beneficial. This position will not be taking on any supervisory duties.

Examples Of Essential Duties

Duties may include, but are not limited to, the following:

Leads or supervises assigned staff and participates in the work of a unit of professional, technical, and clerical support staff engaged in the review and analysis of departmental policies, operations, and procedures; in the preparation and monitoring of contracts executed by the department; and in the preparation of major departmental reports.

Assigns, coordinates, schedules, and reviews the work of subordinate staff members; makes recommendations regarding the hiring and disciplining of staff.

Gathers, studies data, and makes recommendations regarding department operations; reviews and analyzes organizational studies, policies and procedures, budgetary requirements, personnel management practices, and other aspects of agency operations; prepares reports with recommendations and alternatives.

Reviews and analyzes legislation, state regulations and procedures to determine impact on departmental operations; makes recommendations for necessary actions.

As directed, represents the department in meetings with personnel from other agencies.
