This executive role oversees program directors, drives clinical excellence, strengthens operational systems, and ensures services align with our mission and organizational standards. Job Summary

The Chief Behavioral Health Officer works closely with the Chief Executive Officer and the Leadership team, ensuring clinical organization outcomes are achieved in a manner consistent with Best Care’s mission, standards, and treatment philosophy. The position directly supervises program directors, ensuring that program deliverables and clinical standards conform to agency needs and align with best practices, mission and vision of the agency.

Essential

Functions Organization Management
  • Leads and supervises program directors utilizing effective techniques that motivate, inspire, and support staff to achieving quality outcomes.
  • Develops and advances the use of data and goal setting to monitor patient outcomes, program integrity, and financial health while assuring alignment with Best Care’s philosophy.
  • Develops and monitors budgets across clinical departments, ensuring program directors maintain accountability to agreed‑upon financial targets.
  • Partners with administrative directors (defined as: directors of IT, Finance, Human Resources, and Quality) to ensure awareness of need and to support connectivity across departments and programs.
Clinical Alignment
  • Adds definition to and promotes Best Care’s clinical care model.
  • Assures the delivery of services and supervision are supported by evidence and remain aligned with Best Care’s established care model.
  • Develops inter‑departmental agreement — through policy, program measurement, and training — across approved practices, job descriptions, and reported outcomes.
  • Stays informed about best practices and applies continuous improvement principles to meet and exceed contractual and/or regulatory obligations.
  • Oversees clinical departments through their implementation of targeted treatment interventions that minimize risk, maximize treatment benefit and incorporate community partners.
  • Facilitates the streamlining of internal processes to maximize efficiency, improve consistency in implementation of protocols, and ensure staff are operating at the top of their scope of practice.
Supervision
  • Provides clinical and administrative supervision for program directors, ensuring quality of services while championing and monitoring agency‑adopted, evidence‑based practices.
  • Develops and maintains an agency culture that supports best clinical practice within a fiscally responsible framework.
  • Assures overall program safety and compliance, ensuring readiness for audits and approving corrective actions as indicated.
  • Coaches program directors on supervision, hiring, and personnel; provides decision‑ and risk‑management support to leaders handling performance issues recommendations in collaboration with Human Resources.
  • Supports program directors in their professional development, attending specifically to the advancement of their leadership, change management, and business skills.
  • Participates in review of employee classifications, credentialing, and salary ranges in collaboration with Human Resources and the Executive Leadership Team.
Team Leadership
  • Provides leadership to the Clinical Operations Team, supporting cross‑departmental initiatives that focus on integration and continuity of practice.
  • Ensures program directors and their teams work productively together, with clear goals and objectives, while realizing connectivity to the agency mission.
  • Implements and/or oversees short‑ and long‑term initiatives, develops operational efficiencies, and participates in strategic planning.
  • Promotes and sponsors work groups that are representative of staff roles and perspectives across the organization.
