Summary
This position is located with USDA Forest Service, Business Operations, Acquisition Management, Grants and Agreements Staff. This Grants Management Policy Specialist is responsible for researching and analyzing policies, drafting and revising Handbook and Manual direction, evaluating policy impacts, and presenting findings to leadership. MajorDuties
- Performs grants and agreements policy and oversight, analyzes and evaluates GA matters.
- Provides definitive advice and guidance on GA matters to project managers and Grants Management Specialists.
- Provides advice and guidance on AQM systems implementations, upgrades, and implementation of business process changes with AQM systems.
- Analyzes the certification process, reviews and recommends certification of Grants Management Specialists, and writes policy in accordance with certification requirements and programming.
- Serves as liaison between the Agency and US Department of Agriculture, and between the Washington Office and the field.
- Participates in financial audits, Office of the Inspector General audits, and other external reviews.
- Supports internal process reviews of GA activities as a review team member or policy expert.
- Provides training including in-person, webinars and asynchronous training platforms.
- Supports various initiatives relating to GA administration across the agency in different Deputy Chief areas.
- Serves on and/or leads interdepartmental or interagency GA policy task groups and subcommittees.

RequirementsMust be a U.S. Citizen or National. Males born after 12/31/1959 must be Selective Service registered or exempt. Subject to satisfactory adjudication of background investigation and/or fingerprint check. Per Public Law 104-134 all Federal employees are required to have federal payments made by direct deposit to their financial institution. Successfully pass the E-Verify employment verification check. As a condition of employment, a 1-year probationary period will be conducted to evaluate fitness and whether continued employment advances the public interest.
Upon completion, employment will be terminated unless certification, in writing, that continued employment advances the public interest is received.
CTAP or RPL candidates must meet the basic eligibility requirements and all selective factors. CTAP applicants must attain at least 85 out of a possible 100 on a score-based rating method. LMWFA provides current or former temporary and term employees the opportunity to compete for permanent positions if they have more than 24 months of service without a break between appointments of two or more years, and the last temporary or term appointment was with the Forest Service.
The position will be located at a Forest Service office, except specified locations. A recruitment or relocation incentive, or reimbursement of relocation expenses may be authorized at the discretion of management. This is a bargaining unit position and is represented by NFFE, AFGE, or NAGE. Forest Service daycare facilities and government housing are not available.
