Permanency Worker (Social Service Specialist
1) – Bilingual English & Spanish Required

The role requires bilingual English and Spanish proficiency and a commitment to building meaningful connections with families.
Responsibilities- Monitor and assess the safety, well‑being, and development of children in care, and support transitions such as returning home or adoption.
- Facilitate and observe parent‑child visits, provide coaching, and arrange transportation.
- Maintain regular contact with families and partners while developing and updating safety and service plans.
- Coordinate services, make referrals, and track progress for children and families.
- Keep accurate case records, including assessments, plans, and required documentation.
- Prepare reports, make recommendations, and participate in court hearings and review boards.
- Collaborate with caregivers, schools, service providers, and DHS partners to support child stability and permanency.
- A valid driver’s license and acceptable driving record.
- Bilingual proficiency in English and Spanish.
- One of the following educational and experience combinations:
- A bachelor’s degree in human services or a related field.
- A bachelor’s degree unrelated to human services and one year of Human Services related experience.
- Completion of coursework equivalent to certification consistent with Oregon Caseworker Competency.
- An associate degree and either two years of Human Services related experience, or one year of related experience plus related training, coursework, or certification consistent with Oregon Caseworker Competency.
- Experience working independently and in a team to complete shared tasks.
- Experience organizing work, managing time, and meeting deadlines.
- Experience writing clear and concise information with minimal errors.
- Experience using Microsoft Word and Excel for daily tasks.
- Experience working respectfully with people from diverse backgrounds using a culturally informed approach.
- Experience evaluating issues and resolving conflicts through clear communication and structured problem‑solving.
- Experience managing workload and de‑escalating challenging situations in a high‑pressure, fast‑paced setting.
The work will take place in offices, participants’ homes, and various community sites. Occasional travel is required for transportation of children or families and case‑related activities. The schedule is Monday to Friday, 8am to 5pm PT, with possible fluctuations based on service needs. There may be occasional requirements for compensated overtime, evenings, weekends, and a rotating on‑call schedule. The employee may interact with individuals experiencing trauma or emotional distress and may encounter situations requiring quick decision‑making for safety.
