Position: Homelessness Services Manager, Center on Homelessness - Limited Term

The Human Services Agency (HSA) of the County of San Mateo is seeking qualified candidates for the position of Homelessness Services Managerin its Center on Homelessness (COH) branch. The Center on Homelessness contracts with community-based organizations to provide a range of services to unhoused County residents, from outreach and engagement to shelter and case management, and matching to various housing resources.

COH provides system oversight, coordination, and planning for the system of care, and manages local, state, and federal grant programs supporting these services.

The Homelessness Services Manager will be responsible for identified programs that serve unhoused and unsheltered populations. The Homelessness Services Manager will provide operational and program oversight for planning, contracting and administration of multiple program areas within the Center on Homelessness, planned to include shelter programs provided by contracted providers, the Coordinated Entry System, and homeless outreach programs. The Homelessness Services Manager will also provide direct supervision of 3 to 4 staff members.

This position will be responsible for reporting to high level executive County leadership, maintaining frequent communication with all partners and ensuring close collaboration with key stakeholders such as homeless service providers, other County departments, Cities, and other key stakeholders.

The ideal candidatewill possess the following:

Three or more years of increasingly responsible experience in a health, social or community services organization, including significant responsibility for funding, budget development, program utilization and/or evaluation or coordination of community resources.

  • Excellent organizational skills in handling multiple and competing priorities.
  • Demonstrated experience in staff supervision, project management, facilitation, and public speaking.
  • A commitment to improving the lives of vulnerable individuals and families and supporting the community.
  • Excellent interpersonal, collaboration, oral and written communication skills.
  • Working knowledge of social and economic issues relevant to low-income populations and communities, especially homeless crisis response systems and safety net services.
  • Significant experience in grant administration, contract development and monitoring, and reporting.
  • Experience in the use of data in performance improvement, evaluation of outcomes, and internal and external data development and analysis.
  • Ability to build and maintain strong relationships with community-based organizations and other partners.
  • Culturally competent in working with diverse communities.
  • Flexible, deadline-driven, and customer service oriented.
  • Proficiency in computer systems and applications, such as Microsoft Windows and the Microsoft Office suite (Microsoft Word, Excel, and PowerPoint).

Note:
This is a limited-term, at-will assignment. Limited term employees are assigned to assignments not to exceed three years. They receive medical and dental benefits, similar to regular employees, and a defined contribution retirement plan. This recruitment maybe used to fill future limited term positions.

Duties may include, but are not limited to, the following:

  • Maintain an effective working relationship with a variety of public and private organizations, including other County departments and agencies as well as partner community-based organizations.
  • Plan, direct, coordinate, implement and evaluate the effectiveness of comprehensive County-wide services and programs, including needs assessment, program design and planning, implementation, evaluation and regulatory enforcement.
  • Direct, coordinate, and participate in the development and implementation of program goals, objectives, policies, procedures and priorities that balance both mandated services and community needs.
  • Act as liaison between the senior level management, advisory boards and commissions, regulatory bodies and program staff to ensure that all appropriate policies and guidelines are followed, and that programs are funded with adequate resources to maintain mandated and expected levels of service.
