General PurposeUnder direction, plans, coordinates and supervises operations in a Financial Aid department; ensures the efficient and equitable disbursement of scholarships and financial aid funds to students; determines department needs, formulates action plans and works with staff to deliver department services; provides professional assistance and guidance to college management on financial aid issues; and performs related duties as assigned.
Essential Duties & Responsibilities- Plans, assigns, schedules, supervises and evaluates work of a Financial Aid department; develops, implements and evaluates plans, work processes, systems and procedures to achieve annual goals; contributes to the department budget; approves purchases and other expenditures; makes presentations; prepares and maintains a variety of records and reports.
- Manages the performance of assigned staff; interviews and selects new staff; establishes performance requirements and development targets; provides coaching; handles compensation recommendations and provides discipline as needed in accordance with applicable policies and agreements.
- Provides day-to-day leadership to support a high-performance, service-oriented work environment; promotes workplace diversity, inclusion, cultural competency and a positive work environment.
- Interprets and ensures compliance with applicable laws, codes and regulations; remains current on legislative decisions.
- Plans, develops and oversees financial aid, scholarship and grant application, evaluation, award and disbursement processes; determines student eligibility; coordinates with other departments on student financial aid awards; provides technical direction and information to staff and students on financial aid rules and procedures.
- May participate and provide technical expertise to District and college administrators on District compliance with laws and regulations; may prepare program and unit reviews.
- Demonstrates sensitivity to historically minoritized groups and participates in professional development to increase equity-minded practices.
- Prepare federal, state and District reports and oversee reconciliation of financial aid accounts to meet regulatory requirements; conduct studies and special projects as directed.
- Represent the District on local and statewide professional organizations and committees.
- Maintain liaison with federal, state, county and other agencies to answer questions and apply changes in rules and regulations concerning financial aid.
- Perform related duties as assigned.

Knowledge Of
- Advanced knowledge of federal, state and local financial aid programs and regulations and related needs analysis and award packaging processes.
- Federal, state and local laws and regulations including FERPA and California Education Code provisions related to financial aid.
- GAAP concepts related to federal Title IV financial aid; community college operations; student records and related systems.
- Communication, public administration concepts, budgeting and control of records.
- Safety policies and procedures; personnel rules and collective bargaining agreements.

- Plan, supervise and evaluate financial aid staff; coordinate and implement financial aid programs and services.
- Analyze issues, evaluate alternatives and develop recommendations in accordance with laws and policies.
- Organize, set priorities and exercise sound judgment; protect accuracy and security of student records.
- Collaborate with leaders and provide expert advice to develop solutions to complex issues.
- Prepare clear correspondence, reports, and presentations; communicate effectively both verbally and in writing.
- Support equity and inclusive practices in service delivery.
- Operate a computer and standard business software; maintain an inclusive work environment.
Education And Experience
Graduation from an accredited college or university with a bachelor’s degree in education, finance, accounting, business administration or related field, and five years of progressively responsible experience in a college financial aid office (at least two years in supervision or lead roles); or an equivalent combination of training and experience.
Licenses, Certificates And Other Requirements
Certain assignments may require a California driver's license and the ability to maintain insurability under the District’s vehicle insurance program.
