Director, Human Resources
Regina or Saskatoon, Saskatchewan
The Director, Human Resources is a key member of the Saskatchewan Cancer Agency Senior Leadership Team, providing strategic leadership and expertise in Human Resources, Organizational Development, and First Nations and Métis Relations. This role partners with executive leadership, directors, managers and external stakeholders to advance the Agency’s mission, values and strategic priorities. The Director oversees human resource planning, recruitment and retention, compensation and benefits, labour relations, talent management, workforce planning, organizational change and effectiveness, training and development, and First Nations and Métis health and wellness initiatives.
The Director, Human Resources serves as a trusted advisor to the CEO, Executive Leadership Team, Senior Leadership Team, and the Board on human resource and organizational development matters. This leader fosters a high-performance culture, promotes collaborative leadership, and ensures alignment with the Agency’s strategic objectives while supporting patient-first care.
As the Director, Human Resources, you will:
Promote a culture of safety, accountability, and engagement while ensuring compliance with Agency policies, values, and applicable legislation.
Provide strategic leadership in all human resource functions, including recruitment, retention, performance management, succession planning, organizational development, and workforce planning.
Advise the CEO, Executive Leadership Team, and Board on human resource strategies, labour relations, collective bargaining, grievances, arbitration, and organizational planning.
Lead and support First Nations and Métis Relations initiatives, including workforce representation and culturally responsive health strategies.
Guide leadership development and coaching programs, supporting managers in employee development, difficult conversations, attendance and performance management, and union interactions.
Collaborate with system partners on the Agency’s in-scope and out-of-scope compensation programs, benefit administration, attendance management programs, and employee development initiatives.
Partner with internal and external stakeholders, including the Ministry of Health, Saskatchewan Health Authority, 3sHealth Saskatchewan, SAHO, and other provincial agencies, to advance human resource and organizational priorities.
Foster innovation and continuous improvement in HR processes, modernizing systems and ensuring alignment with strategic goals.
Prepare and manage the Human Resources departmental budget, ensuring appropriate resourcing and alignment with Agency objectives.
You and Your
Experience:
Bachelor’s degree in administration (health administration, public administration, business administration/commerce) or Human Resource Management.
Minimum of 10 years of progressive human resource experience, including experience managing a team of direct reports.
Proven experience in a unionized environment, including grievance resolution, labour negotiations, and collective agreement interpretation.
Experience in health care, organizational development, leadership development, and change management is an asset.
Strong leadership, coaching, and mentoring abilities, with demonstrated capacity to influence and develop leaders across the organization.
Excellent communication and relationship-building skills with the ability to work collaboratively with internal teams and external stakeholders.
Ability to analyze complex problems, develop innovative solutions, and drive strategic initiatives.
Knowledge of culturally responsive care for First Nations and Métis populations.
Strong technical skills and familiarity with HR systems (e.g., Oracle-based AIMs/Iris platform) and Microsoft applications.
