The ideal candidate will have a passion for affordable housing development and programs that serve low- to moderate-income households. This position performs a full range of professional analytical, financial, programmatic, and administrative duties in support of the Housing and Neighborhood Development (HAND) Department. The position may manage and administer the City’s rental assistance and Housing Court programs and lead department-wide compliance and reporting tied to federal and state grant funding.
Additionally, HAND Management Analysts may develop and track budgets, perform grant management and accounting, including projections, as well as analyze and monitor program expenditures. Further responsibilities include conducting complex analyses, developing and recommending improvements to policies, procedures, and program operations, preparing required reports, and ensuring continuous adherence to regulatory requirements. The role coordinates assigned activities with internal divisions, partner agencies, and the public to support effective service delivery and maintain eligibility for critical housing resources.
Characteristics
This is the journey-level class in the professional Management Analyst series. Positions at this level are generally assigned responsibility for the management and administration of program/project activities and independently perform responsible and difficult analytical, financial, systems, statistical, programmatic, management, and other administrative analyses duties in providing responsible staff support to a City department, office, and/or program area. Assignments are typically received in broad, outline form, and incumbents are expected to act independently in developing applicable resources and information.
Projects may include statistical analysis, operations support, policy, procedures and budget development, or other areas specific to the department or office. Incumbents are expected to exercise independent judgment in selecting study approach and analytical techniques and in making sound recommendations based on study results.
- Provide assistance in resolving the more difficult operational and administration problems; identify problem areas and issues; plan, organize, coordinate, direct, and/or conduct administrative and/or management studies relating to the activities or operation of the assigned department, office, or program area.
- Conduct complex surveys, research, and analysis on administrative, fiscal, and operational issues; determine analytical techniques and information-gathering processes and obtain required information and data for analysis; analyze alternatives and make recommendations regarding staffing, facilities, equipment, cost analysis, productivity, and policy or procedure modifications.
- Discuss findings with management staff and prepare reports of study conclusions; oversee and assist in the implementation of recommendations.
- Provide complex staff assistance to management staff; participate on and provide staff support to a variety of committees and boards; prepare and present staff reports and other correspondence as appropriate and necessary.
- Plan, coordinate, implement, promote, and oversee assigned programs, projects, and initiatives; develop goals, objectives, policies, procedures, and priorities; develop strategies and workplans for achieving these goals.

- Perform duties involved in identifying, planning, developing, and implementing new or modified programs/projects that support the city’s mission and goals; oversee or perform research and analysis to justify proposed programs/projects; prepare presentation materials and background documentation; monitor project success using tracking and feedback systems.
- Research, negotiate, and monitor contracts and agreements with outside vendors; ensure work is performed in compliance with contracts and agreements.
- Coordinate services and activities with other City programs, departments, boards, committees, and external agencies to ensure cooperation and efficiency; represent the assigned area to public and private groups; provide information and assistance as appropriate.
