Position: ADMINISTRATIVE SERVICES OFFICER 4

Overview

The Nevada Health Authority is recruiting for an Administrative Services Officer 4 located in either Carson City or Reno, NV. Administrative Services Officers function as business managers for a large division or major program area, with responsibility for accounting, budgeting and business management of various services and operations. At the Nevada Health Authority (NVHA), this role will serve as the Department's Senior Officer of Health Care Procurement & Contracting.

Under the general direction of the Administrator of the Health Care Purchasing and Compliance Division, the incumbent will oversee purchasing and contracting activities and initiatives for the NVHA. The incumbent will manage and lead procurement and contracting activities for all of the Divisions within the NVHA. As the NVHA is excluded from the requirements of Nevada Revised Statute 333, this position will be responsible for developing and managing requests for proposals, requests for qualifications and other purchasing modalities to assist the department in meeting the organizational mission of leveraging state resources in purchasing of health-related services.

This includes the development and oversight of a new state purchasing strategy that will help the state better capitalize on the state's buying power for health care services to get the best deal and value for the state and Nevadans eligible for state coverage programs—Nevada Medicaid, the Marketplace, and Public Employees  Benefits Program. This position exercises senior level authority and discretion in developing and implementing purchasing and contracting strategies, processes, and ensuring compliance with State and federal laws, regulations, and the Medicaid State Plan for the department with the oversight and approval of these activities by the Director.

The incumbent conducts complex procurement, contract, and policy analysis, interprets regulations, and provides oversight to ensure all contracts and procurements meet fiscal, operational, and programmatic standards. The ASO IV collaborates with the Fiscal and Budget Unit to assess financial impacts, provide fiscal oversight, and ensure alignment with budgetary requirements and with senior leadership of affected programs to ensure alignment with NVHA priorities and goals, and that implementation activities can be supported by program staff.

Additional responsibilities include vendor management, negotiation of contracts, and supervision of staff involved in purchasing, fiscal analysis, and compliance. The incumbent works closely with departmental leadership to understand operational needs to create solution through effective procurement.
