Environmental Compliance Project Manager
This onsite Environmental Compliance Project Manager role leads construction-phase environmental compliance for large-scale data center projects in the Reno, Nevada region. You will oversee environmental permits, manage consultants and stakeholders, and ensure adherence to all applicable Federal, State, and local environmental regulations throughout the construction lifecycle and turnover to operations. The position combines frequent onsite field inspections and support with offsite reporting, coordination, and strategic planning to enable timely, compliant project delivery.
Responsibilities- Lead construction environmental compliance activities for data center projects in the Reno, Nevada region, serving as the primary environmental representative to internal and external stakeholders.
- Manage environmental permits during construction from pre-construction through turnover to operations, ensuring adherence to all permit conditions and environmental approvals.
- Conduct regular onsite field inspections and provide on-demand field support to construction teams to verify compliance with environmental requirements.
- Coordinate closely with subject-matter experts to satisfy compliance obligations and environmental requirements in alignment with the overall construction schedule.
- Work with Permit Managers to interpret permit conditions and clearly communicate expectations to construction teams to ensure compliance with all environmental approvals.
- Manage environmental and construction consultants who support site delivery, including scheduling and overseeing required site inspections, internal reporting, and assistance with agency discussions.
- Oversee the preparation and submission of required notifications and reports to Authorities Having Jurisdiction (AHJs) and internal stakeholders, including inspection reports and regulatory documentation.
- Identify and mitigate environmental issues that arise during construction related to stormwater, wetlands, streams (CWA 404/401), threatened and endangered species, cultural resources, buffers, tree preservation, and air compliance.
- Support permitting teams in developing and delivering construction-requested permit modifications and changes in a timely and compliant manner.
- Support regulatory agency, stakeholder, and community engagement activities for new builds, helping to address environmental questions and concerns.
- Contribute to the development and implementation of environmental risk and compliance mitigation strategies that enable data center construction and operations within required development timelines.
- Plan and manage environmental compliance for pre-construction activities, ensuring that all environmental requirements are in place before work begins.
- Oversee environmental compliance planning and execution for operational turnover, ensuring a smooth transition from construction to operations environmental compliance teams.
- Communicate environmental requirements and technical environmental information effectively to diverse internal and external stakeholders, including Compliance, Permitting, Legal, Design, Construction, Operations, regulatory agencies, and consultants.
- Maintain and report project environmental compliance status regularly, providing clear updates on risks, mitigations, and progress.
- Contribute to the ongoing development and continuous improvement of an Environmental Excellence program for data center delivery and construction.
- Follow construction schedules closely to identify potential environmental compliance risks and recommend mitigation measures.
- Travel between project sites (Site A, B, and
C) as needed to conduct site walks, coordinate with project stakeholders, and verify environmental compliance across multiple locations.
- Strong background in environmental permitting and compliance, particularly for large construction or infrastructure projects.
- In-depth knowledge of environmental regulations related to the Clean Water Act, including Sections 402, 401, and 404.
