Responsibilities
  • Support public safety operations through data-driven analysis, program management, and interdepartmental coordination within the City Manager’s Office.
  • Manage and administer significant City programs, projects, and service areas that support emergency response, community safety initiatives, and department operations.
  • Develop and evaluate policies, procedures, and operational improvements; support budget development and implementation; conduct complex analyses; and prepare reports to support executive leadership and Citywide priorities.
  • Coordinate closely with City departments, public safety leadership, regional and state partners, and the public to ensure effective service delivery and organizational effectiveness.
  • Provide oversight or supervision of support staff as needed.
Position Summary

Under general direction, performs a full range of complex, professional analytical, financial, systems, statistical, programmatic, management, and/or other administrative analyses to provide staff support to a City department, office, and/or program area; manages and administers significant City programs, projects, functions, and/or service areas; provides sound recommendations for action and assistance in policy, procedure, work methods, and budget development for the area of assignment;

coordinates activities with other divisions, outside agencies, and the public; may supervise support staff.

Distinguishing Characteristics

This is the advanced journey-level class in the professional Management Analyst series. Positions at this level typically manage significant programs, projects, functions, and/or service areas and perform the most difficult analytical duties with independence. Assignments are received in broad outlines, and incumbents are expected to act independently.

The Senior Management Analyst class is distinguished from the Management Analyst class by responsibilities for the most complex work with greater impact on departmental operations or City-wide programs, including management of a significant program, function, or service area.

Knowledge and Abilities

Knowledge of includes: principles and practices of public administration; municipal government operations; program development and administration; contract negotiation and monitoring; budgeting and financial analysis; and related laws, codes, and regulations.

Ability to includes: plan, organize, direct, coordinate, and evaluate significant programs; develop goals and procedures; perform complex analytical and administrative duties; research and analyze data; develop recommendations and implement changes; prepare technical, administrative, and financial reports; manage budgets and contracts; communicate clearly; establish effective working relationships; and supervise staff or volunteers as needed.

Education and Experience Guidelines

Education/Training
:
Bachelor’s degree in public administration, business administration, or related field;
Master’s degree highly desirable.

Experience
:
Three years of increasingly responsible professional level administrative and management analysis experience, preferably in local government.

License or Certificate
:
Possession of a valid driver’s license.

Physical Demands and Working Environment

Work is performed in a standard office setting with some travel to different sites. The conditions describe the requirements to perform essential functions, and reasonable accommodations may be made.

Employment is contingent upon successfully completing and passing an FBI Fingerprint Criminal History Background Check and a Police Department Background Check.
