A Release of Information staff member provides coverage for release of information functions, including written and verbal requests for health information.
Duties include:
opening mail, verification of proper authorization, using the electronic Master Patient Index system to obtain medical record numbers and encounter sites, using chart location system to locate paper charts, using EHR system to locate electronic health information, copying health information, billing for copies of health information when applicable, entering all releases into the electronic Release of Information module, answering telephone calls related to the release of information function and assisting walk-in customers at the Release of Information location.
Releases are made following HIPAA, CMS regulations, federal and state laws and Renown Health release of information policies.
The ROI staff is responsible for processing information requests from various sources including patient, continuum of care, legal, and audit requests. The ROI staff ensures the correct releases are obtained to comply with all federal and state regulations related to releasing medical information.
Key responsibilities include:
- Processing Mailed Requests or Information: sort, open, and review all requests to ensure HIPAA compliance. Return non-compliant requests to the requestor with authorization requirements. Process all patient, third-party, and Centralized Business Office requests for medical record information.
- Processing Walk-in and Interdepartmental Requests for Information: assist walk-in customers in obtaining medical records and completing the "Authorization to Release Protected Health Information Form". Copy/print medical records for patient transfers. Process requests for medical record copies for Risk Management, Utilization Management, and other departments. Answer phones and process requests from physician offices.
- Processing Requests via EPIC Release of Information Module/Right Fax/Requests from Off-Site Storage: log all requests into the EPIC ROI module to ensure tracking. Maintain an up-to-date requester database with current addresses and contact information. Invoice billable requests per federal guidelines for copy fees. Post payments for record copies and follow up on outstanding invoices. Request paper charts from off-site locations and storage facilities.
Select and release the correct patient records within required time frames per Renown Health policies and federal/state regulations. - Ensure compliance with ROI guidelines related to patient confidentiality as set forth by Renown Health, state, and federal government; report breaches to HIM Management immediately.
- Make routine decisions involving verification of appropriate authorizations, prioritizing requests, locating records, and customer service issues. Refer matters to a supervisor as needed (e.g., non-covered releases, policies not covered, time-off requests, schedules, interoffice problems).
Support department activities such as answering the phone, providing customer service, and performing backup functions for other positions. Assist in new employee and HIM student orientation and training. Maintain current knowledge of departmental procedures to handle questions during reception duties. Work with third-party vendors as needed for office equipment and maintenance. Be familiar with Electronic Health Records, web-based transcription systems, and electronic document/image systems to produce information timely and accurately.
Develop and maintain positive working relationships with other departments, physicians, and outside agencies.
