The Nevada State Contractors Board (NSCB) is seeking a full‑time Executive Officer who will report directly to the Board of Directors. This at‑will position serves as the agency’s top administrative, executive, and regulatory leader, responsible for managing licensing, compliance, and enforcement operations. The Executive Officer acts as the primary liaison between NSCB, government officials, and the construction industry to protect public safety and uphold construction standards in Nevada.
Responsibilities- Manage and evaluate five subordinate supervisors who lead 60 team members in Investigations, Licensing, Administration, Finance, and IT, overseeing overall direction, coordination, and evaluation of agency departments.
- Provide leadership, guidance, and direction to staff to achieve desired goals and objectives.
- Handle personnel management tasks (supervisory, leave, performance appraisals, etc.).
- Develop and manage NSCB budgets.
- Develop and implement NSCB policies and procedures.
- Respond to inquiries from the executive branch, legislature, and the public.
- Disseminate Board information to the public.
- Develop working relationships within the construction industry.
- Coordinate with state officials, legislative members, and their staff regarding oversight inquiries and reporting requirements.
- Maintain records management.
- Travel locally and statewide, including overnight stays as required.
- Oversee the adequacy and soundness of the organization’s financial structure.
- Implement NSCB strategies and objectives.
- Maintain office presence unless responsibilities require presence elsewhere.
Master’s degree or equivalent; or four to ten years related experience and/or training; or an equivalent combination of education and experience. The ideal candidate is a mission‑driven executive leader with strong management, strategic, relational, and operational experience.
Skills and AbilitiesDemonstrated ability to comprehend Nevada Revised Statute 624; excellent written and oral communication skills; proficiency in grammar, spelling, and punctuation; knowledge of computer databases, spreadsheets, and word processing; understanding of construction industry standards, concepts, materials, terminology, inspection and investigation methods; ability to read, analyze, and interpret legal and legislative documents; ability to respond to inquiries or complaints from customers, regulatory agencies, or business community members;
ability to write speeches, correspondence, and articles for publication; ability to present information to the media and in public outreach programs.
Must possess a valid Nevada driver’s license.
Physical DemandsMust be able to travel as required throughout the state and perform the essential functions of this job.
Salary and BenefitsStarting annual salary is between $175,000 to $195,000, based on experience. Benefits include Medical, Dental, Vision, 401(k) and 457 pension plans. NSCB is a quasi‑State agency, and employees are not participants in the Nevada P.E.R.S. retirement program. Additional benefits information will be provided during the interview process.
