Training Officer-STT

Responsibilities

• Prepare intake evaluation forms and determine eligibility, identify employment barriers, and complete an individual responsibility plan (IPO).
• Provide vocational counseling to motivate participants from dependency to self‑sufficiency, examine employment barriers, set short‑term and long‑term goals, and coordinate support systems.
• Offer pre‑employment assistance including resume and application preparation, and follow‑up letters to potential employers.
• Provide career development guidance by helping participants identify job interests, goals, and skills, and to plan steps such as returning to school.
• Communicate with potential employers (public, private, federal) regarding job vacancies; send pertinent documents (cover letters, resumes, certificates, licenses); recruit qualified candidates for vacant positions; coordinate opportunities for work experience or volunteering.
• Retrieve and review monthly evaluation and attendance sheets from training supervisors and service providers, enter participation hours into CARIBS system, and update files.
• Determine if participants need to be sanctioned based on evaluation data.
• Attend staff meetings and departmental workshops to stay current on local and federal guidelines.
• Answer public inquiries about program and application procedures; assist orientation of new employees; plan and coordinate training workshops for applicants.
• Perform other related duties as required.

• A BA in Business Administration or Social Sciences (or closely related field) plus one year of work experience in teaching, training, or a related field,
  OR an AA in the same fields plus three years of work experience in teaching, training, or a related field.

• Federal regulations, program development, and reporting criteria.
• Federal and local laws, policies, and procedures related to service delivery.
• Human development theory and psycho‑social treatment processes.
• Normal and abnormal behavior and cultural/psychological implications of family disunity, unemployment, illness, delinquency, and functional illiteracy.
• Basic mathematics.
• Departmental, governmental, and community resources.
• Computer applications.
• Customer service.
• Clear and concise oral and written communication.
• Effective dealing with all contacts during the course of work.
• Active involvement in job programs.

• Supervisor provides general assignments and checks work upon completion for guideline conformity.

• Federal and local policies and regulations, departmental policy and procedural manuals, and TANF guidance materials.

• Work involves planning and performing a wide range of duties requiring considerable knowledge of policies, methods, and procedures of the program.

• Purpose of work is to plan and perform employment program functions to meet mandatory participation rates.

• Contacts include employees, TANF participants, potential employers, business consultants, and the public.

• Contacts are made to prepare employment placement, on‑the‑job training, and start own business for recipients to develop necessary skills and experiences to enter the job market.

• Work is primarily sedentary and includes bending, traveling to job sites, and visiting other department sections.

• Work is performed in an office setting. Some fieldwork is required.
