Senior Business Analyst

Job Summary

The Business Analyst 3 role requires an experienced professional with a minimum of 8 years in business analysis and data analysis. The individual will act as a critical liaison between business stakeholders and IT teams, analyzing legacy systems, identifying inefficiencies, and translating business needs into actionable technical solutions. This role involves extensive requirements gathering, process mapping, and stakeholder communication to ensure successful project delivery and solution implementation.

• Analyze current legacy systems to identify inefficiencies and areas for improvement.
• Serve as the bridge between business stakeholders and technology teams.
• Gather and document business requirements through interviews, workshops, and surveys.
• Translate abstract business ideas into structured Business Requirement Documents (BRD) and Functional Requirement Documents (FRD).
• Create process maps and use cases to illustrate current and future state workflows.
• Manage scope by negotiating requirement trade-offs and managing expectations on timelines and costs.
• Participate in testing phases by creating test cases and ensuring solutions meet original requirements.
• Maintain continuous stakeholder communication as the central point of contact.
• Support the project through to completion, ensuring stakeholder satisfaction with the implemented solution.

• Minimum 8 years of relevant business analysis experience.
• Experience serving as a liaison between business and IT teams.
• Strong data analysis skills and ability to analyze raw data.
• Proficiency in requirements gathering and documentation.
• Familiarity with business process reengineering and process mapping techniques.
• Experience with project management methodologies; PMP certification is a significant plus.
• Ability to create detailed business and functional requirement documents.

• Experience in project management and understanding of technology solutions.
• Prior involvement in user acceptance testing (UAT) and test case creation.
• Strong communication and stakeholder management skills.

• Position requires onsite work at 701 W. 51st Street, Austin, TX 78751; no remote work allowed except at agency discretion.
• Only local candidates currently residing in Texas will be considered; relocation candidates are not eligible.
• May require working outside normal business hours, including weekends, evenings, and holidays as requested.
• Travel, per diem, parking, and living expenses are the responsibility of the candidate/vendor unless pre-approved in writing.
• Hourly rate capped at $120.00 per hour.

• Normal business hours:
  Monday through Friday, 8:00 AM to 5:00 PM, excluding Texas state holidays.
• Potential for overtime work beyond 40 hours per week, which must be pre-approved and compensated accordingly.
• Contract term expected from September 2, 2026, through March 31, 2027, with possible renewal options.
