Purpose Statement

The job of Consultant, Early Learning Registered Nurse is done for the purpose/s of planning, implementing, coordinating, monitoring, and evaluating Head Start health and nutrition standards; providing leadership, technical assistance and partnerships to enhance regional early learning systems; ensure equitable education opportunities and sustainable child development and academic outcomes; and establish cohesive early learning systems.

Essential Functions
  • Collaborates in the development and implementation of the regional and cross regional early learning systems with the focus on school readiness for the purpose of eliminating opportunity gap, enhancing early learning services, and enriching family and community engagement through health and nutrition services.
  • Collaborates with others (e.g. Head Start staff, community health agencies, WIC, ECEAP, Health Services Advisory Committee), etc.) for the purpose of implementing and maintaining services and/or programs.
  • Compiles data from a wide variety of sources for the purpose of guiding program development and improvement, establishing differentiated site support approach, and coordinating regional activities that meet the needs of children, families, providers, and communities within the region.
  • Coordinates regional program health services in designated content area (e.g. education, family support, health and nutrition, disabilities, etc.) for the purpose of ensuring fidelity and quality of implementation of early learning services based on the whole child approach and in compliance with established federal, state, and agency regulations and requirements.
  • Delegates health procedures to licensed and non-licensed early learning staff for the purpose of meeting health and safety needs of children and ensuring compliance with established regulation and/or program standards.
  • Deliver services (e.g. scope of services, program expansion, etc.) for the purpose of meeting the health and nutrition needs of Head Start children and their families and/or ensuring compliance with established regulations and/or program standards.
  • Embodies the principles and practices that form our culture and commitment to becoming an Antiracist Multicultural Organization for the purpose of meeting the Agency’s End:

  • Negotiates appropriate payment for health/nutrition/dental services for early learning children for the purpose of delivering services within budget.
  • Participates in monitoring activities (e.g. visiting sites, conducting observations, writing reports, etc.) for the purpose of ensuring compliance with federal and/or state regulations and requirements and Puget Sound ESD policies and procedures.
  • Prepares, processes and maintains a wide variety of written materials and documents (e.g. reports, memos, letters, health plans, contracts, assessments, evaluations, informational materials, etc.) for the purpose of documenting activities, providing written reference, conveying information, and for compliance with ESD, state, federal, and local regulations and/or grant requirements.
  • Provides ongoing support, resources, training, clinical technical assistance, and nursing consultation to early learning staff (e.g. current childhood immunizations practices, communicable disease, nutrition, feeding, sanitation, emergency preparedness, environment, medication management, growth and development, and appropriate health and illness policies, etc.) for the purpose of ensuring child health and safety, recommending policies and procedures, and disseminating information.
  • Researches a wide variety of topics (e.g. funding options, best practices, grant requirements, etc.) for the purpose of securing new funding and/or providing information and recommendations for program implementation.
  • Responds to a wide variety of inquiries from others (e.g. subcontractors, school districts, professional organizations, etc.) for the purpose of strengthening regional early learning systems, improving capacity of educational leadership, and guiding regional professional development.
  • Reviews and interprets physician's orders for the purpose of maintaining and optimizing the health and nutritional needs of children and their families.
  • Supervises personnel (e.g., provide coaching and consultation on technical issues, adaptive challenges, personnel matters, strategic opportunities, career goals, professional development, job performance, etc.) for the purpose of advancing the development of effective leaders and high performing teams and achieving agency and departmental objectives.
