Position Description

JPI is seeking a Master Planner to support a federal client in project management and business operations initiatives. This role evaluates existing campus conditions, engages with DHS stakeholders and component agencies to capture mission-driven space and operational requirements, and develops a forward-looking Smart Campus master plan. This position requires demonstrated sensitivity to federal historic preservation requirements alongside the ability to integrate modern operational, security, and sustainability needs.

Responsibilities
  • Lead the review and assessment of the existing DHS Master Plan; develop the future-state campus master plan reflecting DHS mission priorities.
  • Coordinate stakeholder engagement with DHS leadership, component agencies, facility managers, and end users to gather and document space, technology, and operational requirements.
  • Analyze current and future space needs including workforce projections, mission changes, operational centers, training facilities, and administrative support areas.
  • Evaluate existing site conditions, utilities, transportation, environmental factors, and infrastructure capacity; conduct risk assessments incorporating security and resilience considerations.
  • Develop space allocation plans integrating flexible and scalable design concepts; recommend space standards for open office, hoteling, and shared amenity environments.
  • Incorporate physical security, access control, and emergency management requirements in coordination with DHS security experts and federal standards.
  • Integrate energy efficiency, sustainability, and resilience measures; plan for continuity of operations and disaster recovery.
  • Oversee development of cost estimates, funding strategies, and phased implementation plans tied to capital planning and budget cycles.
  • Create project management frameworks, timelines, and milestone schedules for phased campus development.
  • Prepare detailed master plan documents, presentations, and reports for DHS leadership review and approval; facilitate internal and external review processes.
  • Ensure compliance with federal historic preservation requirements, Section 106 of the Historic Preservation Act, and applicable accessibility and safety standards.
Qualifications
  • Bachelor's or Master's degree in Architecture, Urban Planning, or closely related design discipline from an NAAB-accredited institution.
  • Minimum of 7 years of experience in master planning or campus planning for federal agencies, large institutional, or government clients.
  • Demonstrated experience with federal facility design standards, including GSA P100 Facilities Standards and DHS requirements.
  • Knowledge of historic preservation compliance, including Secretary of the Interior's Standards for Rehabilitation and Section 106 consultation processes.
  • Proficiency in AutoCAD, Revit, or equivalent design software; ability to produce GIS-compatible data, annotated floor plans, and site maps.
  • Ability to obtain and maintain a required security clearance.
  • Licensed Architect (AIA) with active registration in the District of Columbia.
  • LEED AP BD+C or equivalent sustainability credential.
  • Experience with Smart Campus or integrated campus technology planning, including IoT, building automation, and digital twin applications.
  • Familiarity with the St. Elizabeths campus, its historic designation, and prior DHS/GSA master planning efforts.
  • Experience with federal security design standards (FEMA 430, ISC Risk Management Process, UFC 4-010-01).
