Overview

The Code Compliance team, a division of the City s Community and Economic Development Department, is recruiting for a
Code Compliance Manager
. The Code Compliance Manager is responsible for overseeing and managing the city’s code compliance activities, ensuring efficient and effective enforcement of municipal codes, ordinances, and all applicable regulations. This position will direct the daily operations of the code compliance division, supervise staff, and provide leadership on complex code enforcement issues, including conducting inspections, interpreting codes, and ensuring legal compliance. The Code Compliance Manager will collaborate with internal departments, external agencies, and the public to maintain and improve community standards and safety.

Minimum Requirements

EDUCATION, EXPERIENCE, AND LICENSE REQUIREMENTS:

  • Bachelor s degree in urban planning, engineering, building technology, public safety or closely related field.
  • Minimum 5 years of progressive experience in planning, building, engineering, public safety or related field.
  • Or minimum 9 years of relevant education and experience.
  • 2 years supervisory experience.
  • Valid Driver’s License.
  • Successful passing of a required driving record check and background check.

Telework Program

The City of Renton supports workers performing in a hybrid capacity (partial telework/in-office) where job responsibilities can be performed remotely. This position may be eligible for a telework arrangement, up to 2 days remote, based on the operational needs of the City and specific Department. Regardless of job title or telework arrangement, City of Renton employees must reside in Washington State and within a reasonable distance to their worksite to respond to workplace reporting requirements.

ESSENTIAL

FUNCTIONS
  • Manage the operations for the code compliance division, including case intake, investigations, enforcement, and resolution.
  • Design, implement, and refine enforcement strategies and procedures to improve efficiency, responsiveness, and consistency.
  • Interpret and apply municipal, state, and federal codes related to land use, utility, right-of-way, building, environmental, health, safety, nuisance, and property maintenance.
  • Oversee the review of incoming complaints; ensure equitable, timely, and due process–compliant resolutions.
  • Oversee the coordination of enforcement actions including warnings, notices of violation, corrective orders, and civil infractions; represent the City in hearings or legal proceedings when required.
  • Collaborate with internal departments (e.g., Legal, Police, Public Works, Parks) on complex or multi-agency compliance cases, including city wide programs related to housing and vacant buildings.
  • Maintain accurate records, case files, and reports; ensure documentation supports regulatory and legal requirements.
  • Lead community outreach, public education, and proactive engagement efforts to encourage voluntary compliance and build public trust.
  • Monitor compliance trends; identify systemic issues and recommend updates to ordinances, policies, or procedures.
  • Represent the department in City Council meetings, public hearings, community events, and inter-agency forums.
  • Respond promptly and professionally to inquiries and concerns from the public, elected officials, and partners.
  • Stay informed on evolving code enforcement practices, legal precedents, and digital tools that enhance program delivery.
  • Provide opportunities for professional development to staff.
  • Evaluate employee performance; conduct consistent staff and 1:1 check in meetings with direct reports.
