Position: Manager, Behavioral Health (Clinical Supervisor)

The Manager, Behavioral Health Systems (Clinical Supervisor) is part of Student Support Services and oversees programs designed to improve student connection by supporting safety and well‑being of students. Our programs address emotional, social, behavioral, safety, and health needs of students through valuing connection, engagement, and support.

The job is done for the purpose of leading the development, implementation, and continuous improvement of an integrated behavioral health system that expands equitable access to services for children, youth, and communities. This position supports Behavioral Health Agency (BHA) compliance, strengthens service capacity, advances sustainable funding strategies, and promotes cross‑system integration. It oversees clinical and programmatic functions across school‑ and community‑based behavioral health services, including mental health, substance use disorder treatment, crisis intervention, case management, and therapeutic supports.

This job reports to Senior Director, Student Support Services.

Essential Functions
  • Assists in developing and managing budgets and diversified funding strategies (e.g., grants, Medicaid billing, contracts, etc.) to ensure fiscal sustainability and expansion of behavioral health services.
  • Leads the development and implementation of systems and practices required to maintain Behavioral Health Agency (BHA) licensure compliance for regulatory compliance, quality assurance, and sustainable service delivery.
  • Coordinates and aligns a comprehensive array of behavioral health services (mental health, substance use disorder treatment, crisis response, case management, therapeutic supports) to expand access, address service gaps, and improve outcomes for historically underserved populations.
  • Embodies the principles and practices that form our culture and commitment to becoming an Antiracist Multicultural Organization to co‑create just and humanizing educational communities where every student thrives.
  • Facilitates meetings, workshops, and seminars to convey/gather information required to perform job functions, maintain relationships, and further departmental and agency initiatives.
  • Maintains manual and electronic documents, files, and records to provide up‑to‑date reference, audit trail, invoicing support, and reporting for compliance.
  • Develops and sustains cross‑system partnerships (schools, healthcare providers, community organizations, tribal partners, juvenile justice systems) to advance coordinated care, system integration, and continuity of services.
  • Monitors program activities (documentation, audits, billing, reporting, service delivery, outcomes) to strengthen services, assure equitable outcomes, and ensure compliance with established financial, legal, and administrative requirements.
  • Provides or oversees clinical supervision, consultation, and guidance consistent with licensure requirements to support staff pursuing licensure and maintain ethical, effective clinical practices.
  • Provides technical assistance and capacity‑building support to internal and external partners for implementing evidence‑based and culturally responsive behavioral health practices.
  • Responds to inquiries to resolve problems, provide information, and refer to appropriate personnel.
