Under the direct supervision of the Chief Systems Manager, the employee converts data from project specifications, statements of problems and procedures to create or modify computer programs. He/she prepares or receives, from the Tax Systems Analyst, detailed workflow charts and diagrams to illustrate sequence of steps that the program must follow and describes input and the logical operations involved. The incumbent analyzes workflow charts and diagrams, applying knowledge of computer capabilities, subject matter, and symbolic logic.

He/she writes instructions to guide operating personnel during production runs and analyzes, reviews and rewrites programs to increase operating efficiency or upgrades programs to new requirements.

DUTIES (NOT ALL INCLUSIVE)
  • Participates in the development, maintenance and enhancements of enterprise-wide business applications.
  • Prepares detailed programming specification from defined business requirements.
  • Serves as part of the project team and assists senior level staff with designing and implementing solutions.
  • Provides Level II support for problem resolution.
  • Codes, tests, debugs and documents program modifications and enhancements of low to medium complexity.
  • Designs solutions that comply with established standards and procedures.
  • Reports on task status to project leaders.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

BA degree in computer science or related field and five (5) years experience in business systems development and maintenance.

OR

Associate degree in information technology or related field with seven (7) years experience in business systems development and maintenance.

FACTOR 1 - KNOWLEDGE REQUIRED BY THE POSITION
  • Strong technical knowledge of relevant technology, tools, software, hardware and proficiency in at least one programming language and Relational Database Management Systems (RDBMS).
  • Strong analytical and problem‑solving skills.
  • Strong interpersonal skills and ability to work in a team environment. Possess a conceptual knowledge of adopted project management and methodologies.
  • Conceptual knowledge of multi‑computing platforms and in‑depth knowledge of at least one computing environment.
  • Possess strong interpersonal skills with emphasis on communication skills both oral and written.
FACTOR 2 - SUPERVISORY CONTROLS

The Chief Systems Manager provides the general instructions about objectives, deadlines and priorities for performing the Tax Computer Programmer's tasks. The incumbent is expected to perform with considerable focus on end‑user functionality and exercise a high degree of initiative and creativity.

FACTOR 3 - GUIDELINES

The guidelines consist of pre‑determined on‑the‑job procedures and manuals. Judgment must be used in interpreting and applying guidelines. Ingenuity, resourcefulness, good judgment and strong leadership are required to resolve some of the issues that will arise.

FACTOR 4 - COMPLEXITY

The job is complex in nature and requires the ability to manage multiple priorities and meet established goals and targets. This position requires the ability to work with senior level government officials and represent the BIR to the public.

FACTOR 5 - SCOPE AND EFFECT

The scope of the work affects the entire Bureau of Internal Revenue (BIR).

FACTOR 6 - PERSONAL CONTACTS

The Tax Computer Programmer interacts with Information Technology (IT) staff and other personnel of BIR.

FACTOR 7 - PURPOSE OF CONTACTS

Contacts are made in person, through phone calls with BIR personnel to collect data and make determinations with regard to IT.

FACTOR 8 - PHYSICAL DEMANDS

There are no physical demands. The job is primarily sedentary in nature.

FACTOR 9 - WORK ENVIRONMENT

The work environment is within an office setting. There are no risks or discomforts associated with this position.
