Consultant-Evaluation Specialist

The International Initiative for Impact Evaluation (3ie) promotes evidence-informed equitable, inclusive and sustainable development. 3ie supports the generation and effective use of high-quality evidence to inform decision‑making and improve the lives of people living in poverty in low‑ and middle‑income countries (L&MICs). 3ie is registered as a non‑governmental organization in the United States and has offices in New Delhi, London and Washington, DC.

3ie offers evidence programmes, production of public goods, professional services and support for institutional advancement initiatives. 3ie’s evidence programmes include impact evaluations, implementation research, replication studies, systematic reviews, evidence gap maps and related evidence synthesis products.

Role Summary

The Consultant‑ES will lead and support the technical and management aspects of systematic reviews, evidence gap maps and other evidence synthesis projects. Responsibilities include preparing proposal materials for fundraising, writing programme documents, reviewing grant proposals, quality‑assuring 3ie‑funded studies, managing external reviewers and leading in‑house research projects. The Consultant‑ES will assume full day‑to‑day programme management responsibility, conduct research, provide technical assistance for capacity building and write content for publications, social media and 3ie’s website.

The Consultant‑ES will represent 3ie to funders, policymakers, researchers and participate in conferences and workshops. The successful candidate must have broad‑based experience in systematic reviews and demonstrate expertise in translating research evidence for decision‑makers in L&MICs. The role requires supervising and mentoring junior staff. International and domestic travel may be required, as situation permits.

Key Responsibilities Research, review, and translation for a policy audience
  • Conduct and oversee evidence syntheses across a wide range of development sectors, including health, nutrition, education, agriculture, governance, climate change, civil society, labour, microfinance, humanitarian interventions, social protection and others.
  • Conduct and advise on scoping studies, systematic reviews and evidence gap maps.
  • Lead on new methods and/or development of innovative research topics (e.g., research transparency).
Project and grant administration and management
  • Provide programme‑management leadership and support for research and professional services grants and contracts, ensuring technical, financial and contractual integrity from project inception through completion.
  • Collaborate with 3ie staff to ensure grant and contract implementation and spending align with approved budgets, work plans and 3ie policies and practices.
  • Recruit, onboard, manage and supervise staff and consultants as required.
  • Mentor junior staff.
Institutional advancement and communications
  • Represent 3ie in evaluation and development forums, including technical working groups and donor, bilateral and multilateral consultative groups and meetings.
  • Strengthen and build relationships with key stakeholders, including members, donors, policymakers and researchers.
  • Lead and contribute to technical reports, publications, briefs, blogs, website content and other social media output on evidence programmes and professional services.
  • Engage in strategic growth, partnership development, technical proposal writing and innovation support.
Qualifications, experience and skills Education and work experience
  • Master’s degree in economics, public policy, public health, demography or another relevant social science field that includes statistical training and experimental methods; a doctorate is strongly preferred.
  • In‑depth knowledge of experimental and quasi‑experimental methods applied in impact evaluation (RCT, IV, RDD, panel data methods, propensity score matching, interrupted time series).
  • Experience designing and implementing systematic reviews, evidence and gap maps, qualitative research or other evidence synthesis.
