Overview
Coordinated Care Agency offers comprehensive services, enhanced shelter, and housing for people experiencing poverty and homelessness. Our services include permanent supportive housing, enhanced shelter, rapid re-housing, tenant-based voucher programs, outreach and engagement services, day centers, and health services. The purpose of our work is to ensure people have access to the housing, healthcare, and support they need to thrive. The team works to promote social changes to dismantle systemic racism, injustices and inequities that contribute to housing instability.
Our mission is to provide a hospitable, low‑barrier program grounded in a housing‑first model. We operate in the spirit of the ministry of presence, fostering individualized attention and respect for each person’s unique circumstances. Our programs serve highly vulnerable individuals who may have significant needs, including severe physical disabilities, chronic or acute mental illness, active chemical dependency, and experiences of trauma.
We focus on helping participants obtain or maintain permanent housing through consistent, supportive case management. CCA is committed to ensuring that our services, our agency, and our communities are free from the dehumanizing impacts of racism. The Program Manager oversees daily program operations, ensuring high‑quality services for the program’s target population while providing direct supervision to a team of 4–5 housing case managers. This role is responsible for maintaining compliance with organizational and grant requirements, supporting case managers in best practices, and ensuring accurate documentation of expenditures, enrollments, and outcomes in the program database. The Program Manager also provides direct client support and advocacy as needed and serves as the acting Program Director in their absence, ensuring continuity of leadership and program administration.
This position offers a compensation range of $30.02 – $33.40 per hour (DOE).

Supervisory responsibilities
- Provide direct supervision to program Case Managers and any student interns.
- Responsible for hiring, training, scheduling, supervision, and evaluation of staff (described above).
- Provide critical feedback to staff in a way that encourages growth while achieving program objectives.
- Work in‑person at a program and attend required in‑person agency meetings.
Management responsibilities
- Responsible for smooth, efficient, and effective day‑to‑day operations of the program.
- Supervise and assist service staff in triaging issues as they come up, and develop a strong solution‑based culture for the team to solve issues as they arise. Participants of this program have been identified as high‑need and highly vulnerable individuals. The successful candidate will need to be able to manage several issues at once in a fluid work environment.
- Manage and enter data on clients into the program’s internal database and the agency database. Respond to time‑sensitive requests for data corrections.
- Review and approve client’s rental assistance payments in alignment with program guidelines.
- Establish and support a team‑oriented workplace culture that values collaboration, growth, and fostering diverse points of view.
- Support case managers in the screening, enrollment, service provision, and billing of Foundational Community Support (FCS) services.
Community responsibilities
- Manage referral process in coordination with King County CEA.
- Represent Short Term Housing Stability programs in the greater community as assigned.
