Responsibilities

What You'll Do

  • Supports V2X s strategic Intelligence Community (IC) and DoD pursuits for the Intelligence and Mission Solutions (IMS) team. Develops capture plans, formulates a winning capture strategy, and obtains the resources necessary to prosecute the capture plan. Leads development of internal teaming and capabilities gap analysis, competitive assessments, discriminators and key win themes, price to win, and overall win strategy/V2X value proposition.

    Serves as the lead architect for external teaming arrangements and team partner roles to include identifying, selecting, and recruiting teammates, subcontractors, and suppliers. Performs duties as a recognized and seasoned leader who has a deep understanding of how to effectively develop and manage a team responsible for winning new business programs.

  • Identify, qualify, and pursue new business opportunities that build Intelligence and Mission Solutions (IMS) pipelines.

  • Interface with business development and market intelligence tools/assets (Gov Win/ARC). Research new opportunities, customers, and competitors using various open-source tools such as Fed Biz Opps , Gov Win IQ, and IDIQ/vehicle portals such as Navy Nex Gen.

  • Develop new customer and teaming relationships, foster existing relationships, and effectively execute the process for NDAs and Teaming Agreements.

  • Monitor and research external and internal sources that enable the identification and qualification of new business opportunities and evaluate/rank new opportunities.

  • Manage BD Pipeline Opportunities leveraging corporate SharePoint site.

  • Collect competitive intelligence across federal and commercial markets to support strategic growth and improve capture management as it relates to bid “Gate” management of opportunities.

  • Leads the development of capture plans and proposal win strategies. Architects and designs solutions that meet or exceed customer requirements at an affordable price.

  • Create compelling solutions that are easily understood by both technical and non-technical audiences.

  • Support the facilitation and development of the business development process to include ensuring timelines and milestones are met. May conduct various color reviews as part of the business development lifecycle.

  • Build relationships across all levels in the organization and within the client environment. Lead business development discussions with both internal and external stakeholders.

  • Develop and present oral proposals, as required.

  • Support the IMS BD teams  day-to-day tasks and direction; counsel and mentor.

  • Performs additional duties as assigned.

Qualifications
  • Minimum Qualifications:

  • Education:

  • Bachelor s degree in a related field such as Business, Accounting, Analytics, Finance, Marketing or other similar fields. An equivalent combination of education and experience from which comparable knowledge and job skills can be obtained may be substituted.

  • Experience:

  • Minimum of eight (8) years  progressive experience in capture management or in general management with substantial exposure to business development and marketing support activities.

  • Minimum of four (4) years  experience in a position directly related to business development for IC and DoD and/or Federal civilian agencies, preferably in the various markets.

  • Full knowledge of the federal procurement process, as well as a strong, proven capability to apply process-driven capture approaches throughout the business capture lifecycle.

  • Capture experience in the IC and DOD/Federal market required.

  • Proven track record in capturing or working on major programs.

  • Previous performance as a Capture Manager or in a lead capture role on at least three (3) winning procurements with individual values in excess of $50M each (single award contracts or task orders).

  • Must have a good understanding of government procurement, federal contracts, regulations and procedures, and IC and DoD operations and maintenance services.

  • Proven experience in the effective and efficient use of capture and proposal resources (e.g., B&P, IRAD, facilities, demos, program personnel).

  • Experienced in proposal writing, work breakdown structures, basis of estimates, storyboards, and narrative solution content.

  • Demonstrated experience developing and presenting oral proposals.

  • Demonstrated performance conducting various color reviews successfully.

  • Demonstrated experience with Intelligence and Engineering Services and Information Technology related requirements
