Noblis is seeking a Subcontracts Administrator to join our team in Reston, Virginia!
The Subcontracts Administrator will support the full lifecycle of subcontract administration within a dynamic, fast-paced environment focused on operational excellence and continuous improvement. You will play a key role in ensuring compliance while helping modernize and streamline subcontract operations to improve efficiency, scalability, and mission support.
Responsibilities will include, but are not limited to:
- Manage the full subcontract lifecycle for assigned programs, including solicitation planning, preparation of RFP packages, proposal evaluation, subcontractor selection, negotiations, subcontract award, administration, modifications, closeout, and complete documentation.
- Ensure subcontract activities comply with Federal Acquisition Regulation (FAR), organizational policies, and Contractor Purchasing System Review (CPSR) requirements.
- Partner with Program Managers, Contracts, Pricing, and other cross-functional stakeholders to ensure timely subcontract execution that aligns with customer requirements and business objectives.
- Implement industry best practices and proactively identify opportunities for process improvement within the subcontracts function.
- Support prime proposal efforts by developing subcontract strategies, coordinating supplier participation, and preparing required subcontract documentation.
- Maintain accurate and current subcontract records and data.
- Support compliance with small business subcontracting requirements and reporting obligations.
- Identify opportunities to improve subcontract processes by implementing industry best practices and standardizing workflows.
- Adopt and effectively utilize new tools, platforms, and systems that enhance operational efficiency.
- Integrate compliance requirements into workflows, ensuring regulatory adherence while enabling timely, effective execution.
- Contribute to a culture of continuous improvement by recommending process enhancements and supporting organizational change initiatives.
The ideal candidate brings proven experience managing the full subcontract lifecycle and the ability to adapt to evolving systems, processes, and business needs. They possess a strong understanding of the Federal Acquisition Regulation (FAR), demonstrated experience supporting a variety of subcontract types (e.g., FFP, T&M, IDIQ), and a commitment to ensuring compliance while driving efficient subcontract execution.
Experience supporting Federal Civilian Agencies is highly desirable!
- Bachelor’s degree with 3 years of related experience; OR Master's degree with 1 years of related experience; OR associate’s degree with 6 years of related experience; OR High School diploma/GED with 9 years of related experience.
- Knowledge of the Federal Acquisition Regulation (FAR), including (FAR Part 52), the Defense Federal Acquisition Regulation Supplement (DFARS), including (DFARS Part 252), and other FAR supplements applicable to subcontract administration.
- Hands‑on experience administering both commercial and government subcontracts, including contract terms and conditions (T&Cs) and required flow‑down provisions.
- Demonstrated ability to analyze government Requests for Proposals (RFPs) and develop compliant subcontract RFPs that meet government proposal requirements.
- Experience working with a variety of subcontract types, including Firm‑Fixed‑Price (FFP), Time‑and‑Materials (T&M), Indefinite Delivery/Indefinite Quantity (IDIQ), and Cost‑Reimbursable subcontracts.
- Experience operating within an approved Contractor Purchasing System Review (CPSR) or other compliant purchasing system environment.
- Proficiency with Microsoft Office applications, including Word and Excel
