ResponsibilitiesWhat You'll Do:
The Subcontracts Administrator is responsible for the formation, administration, and management of subcontracts and purchase orders in support of V2X programs with the U.S. Department of War (DoW), other U.S. government agencies, and international customers. This mid‑level position supports the full subcontract life cycle—from solicitation through closeout for a variety of services, materials, and construction efforts, including work performed in contingency and fast‑paced operational environments (e.g., OCONUS, austere locations, and surge/rapid‑response missions).
The Subcontracts Administrator works closely with Program Management, Supply Chain, Contracts, Legal, Finance, Compliance, and Operations to ensure subcontracts are competitively awarded, properly administered, and compliant with prime contract requirements, applicable regulations, and V2X policies.
Key Responsibilities:
Prepares and issues solicitations (RFQs/RFPs/RFIs) to qualified suppliers and subcontractors; supports source selection and evaluation in accordance with FAR/DFARS and V2X procedures.
Drafts and processes subcontracts and purchase orders, including change orders and modifications, ensuring appropriate flow down of prime contract requirements and terms and conditions.
Supports negotiation of price, schedule, terms, and conditions with subcontractors and suppliers under the direction of Supply Chain leadership.
Administers subcontracts throughout performance, including monitoring delivery dates, funding, scope, invoicing, and compliance with contractual requirements.
Assists with the development and implementation of subcontract strategies that support program objectives related to cost, schedule, technical performance, and risk management.
Performs and documents cost/price analyses appropriate to the procurement type, value, and risk level.
Maintains accurate and complete subcontract files to support internal reviews, audits and Contractor Purchasing System Reviews (CPSR).
Supports proposal activities by obtaining competitive bids, documenting competition, preparing subcontractor input for cost/price volumes, and ensuring timely responses from suppliers and subcontractors.
Assists in identifying and mitigating subcontract related risks, including schedule, performance, financial, and, as applicable, operational risks associated with contingency environments.
Coordinates with internal stakeholders (Program Management, Operations, Engineering, Quality, and Finance) to resolve subcontract issues, such as delivery delays, nonconformance, and scope discrepancies.
Supports subcontract administration for contingency operations, including:
Rapid solicitation and award of subcontracts to meet urgent mission requirements.
Coordination with field, site, and OCONUS teams to address performance in austere or high‑risk locations.
Agile processing of modifications to accommodate evolving scopes, surge requirements, and changing mission priorities.
Supports construction related subcontracting, including:
Working with project managers and engineers to incorporate construction specifications, drawings, and schedules into subcontract documents.
Applying appropriate construction contract clauses, performance requirements, and safety/compliance provisions (e.g., site access, environmental, and safety regulations).
Monitoring construction subcontractors for progress, quality, and adherence to contract terms; assisting with resolution of field changes and requests for information (RFIs).
