Overview

Since 1977, the Fairfax County Department of Transportation (FCDOT) has served the Fairfax County community by enhancing mobility, safety, and the quality of life of residents, businesses, and visitors through planning, coordinating, funding, implementing, and sustaining a multimodal transportation system. FCDOT is seeking an experienced, innovative, and public service-oriented transportation professional to join the Site Analysis Section. This position serves as a land development application transportation reviewer of site plans on the Post-Entitlement Team, securing transportation improvements for some of the most complex and dynamic land development projects in Fairfax County.

This position will provide a challenging and rewarding experience for an individual invested in advancing the county’s multimodal, people‑focused transportation goals.

Responsibilities
  • Perform detailed evaluations and prepare written reports regarding the transportation elements of major development applications across Fairfax County’s varied landscape, from urban to rural, working with multidisciplinary teams to improve the efficiency and effectiveness of the land development process.
  • Identify and achieve site‑specific and regional improvements, ensuring they align with the County’s goals, policies, standards, and expectations.
  • Conduct site visits and field work, including field and local community meetings to discuss and ensure projects are in alignment with applicable standards.
  • Present findings to county staff, elected and appointed officials, and the public, both in‑person and virtually, including occasional evening and weekend meetings.
  • Conduct and review detailed analyses of site plans, waivers, transportation proffers, research of road maintenance and matters of rights of way related to transportation, coordinating state‑mandated requirements regarding the maintenance and responsibility of public rights of way, and coordinating vacation/abandonment applications.
  • Coordinate implementation of public projects through land development applications with county, state, and federal agencies.
  • Supervise transportation planners and technicians as assigned, including setting staff goals, prioritizing tasks, adjusting workloads as needed, coaching and mentoring, conducting performance reviews, and promoting a positive, supportive, people‑first culture.
  • Perform other tasks as assigned.
Minimum Qualifications
  • Graduation from an accredited four‑year college or university with a bachelor’s degree in civil engineering, urban, regional or transportation planning, or a closely related field; plus two years of professional experience in civil engineering, urban, regional or transportation planning, or a closely related field.
Certificates and Licenses Required
  • Valid driver’s license.

  • Required to complete a driving record check to the satisfaction of the employer.
Preferred Qualifications
  • Bachelor’s degree in civil engineering, urban, regional or transportation planning, or a closely related field, plus four years of progressively responsible land use and transportation planning and/or equivalent working experience.
  • Direct experience in evaluating land development applications and/or multimodal transportation system design for all users.
  • Experience reviewing proffers, comprehensive plan guidance, zoning applications, waivers, interpretations, and site plans.
  • Professional license in engineering or planning.
  • Strong organizational and time management skills, including ability to prioritize among multiple assignments and meet established deadlines.
  • Strong analytical skills, excellent oral and written communication skills.
  • Strong interpersonal skills and demonstrated ability to establish and maintain positive working relationships with co‑workers, county and government officials and the general public.
