Position: Third Party Billing Supervisor (Financial Specialist II)

Provides support to the Fairfax‑Falls Church Community Services Board (CSB) Revenue Management Team, including revenue and reimbursement billing, collection, tracking and reporting for client and third‑party fee revenues. As a member of the revenue management team, you will provide financial support to client payment processes, create, run and analyze reports in an automated billing/management information system, prepare and analyze third‑party revenue data, make recommendations regarding the revenue cycle process, and review third‑party revenue forecasts.

You must safeguard individuals’ confidentiality using state, local and federal policies and procedures, maintain expertise in various databases related to electronic health records, insurance verifications and revenue cycle management, and use Microsoft Office software (Outlook, Word, Excel). You will supervise professional staff, track performance to meet revenue goals, develop work plans and deadlines for billing and collection, communicate task requirements to staff, review staff work and performance, conduct performance appraisals in accordance with the county’s pay‑for‑performance system, develop staff competencies through coaching and learning‑management‑system training, and conduct training related to CSB reimbursement policy and regulation.

  • Prepare and/or analyze financial data and make recommendations.
  • Plan, organize and participate in the reconciliation of funds.
  • Prepare long‑range revenue and expenditure estimates necessary to forecast the economic feasibility of various projects.
  • Review and verify postings to appropriate ledgers and subsidiary accounts.
  • Apply budget, procurement, and payment procedures in accordance with established county policies, accounting principles (GAAP and GASB), and local and state policies and procedures.
  • Prepare or assist in the development of the agency budget and monitor budget status.
Required Knowledge,

Skills and Abilities
  • Knowledge of generally accepted accounting principles.
  • Ability to prepare, interpret and analyze financial reports and statements.
  • Ability to develop and apply budget, procurement, and payment procedures in accordance with established county policies.
Minimum Qualifications

Graduation from an accredited four‑year college or university with a bachelor’s degree in accounting, business administration, public administration, public policy or a related field; plus two years of professional‑level experience in finance, business administration, budgeting or contract management. A master’s degree in a related field or CPA may substitute for one year of experience.

Preferred Qualifications
  • Experience and knowledge of CPT and HCPCS coding systems.
  • Experience with electronic health records (specifically behavioral health).
  • Experience with revenue cycle management metrics.
  • Experience using enterprise systems (e.g., FOCUS) related to budget, finance, procurement and accounts payable.
  • Experience with capital assets and improvements, fleet vehicle management, property management and human resources.
  • Advanced skills in Microsoft Office, particularly Excel.
Physical Requirements

Ability to use keyboard‑driven equipment and strong oral and written communication skills. All duties performed with or without reasonable accommodations.
