E&M Technologies, Inc. is currently seeking an Arms Transfer Analyst to join our team in Reston, VA in support of the Defense Resources and Infrastructure Office (DRI). DRI’s mission is to catalog and analyze military and civilian infrastructure and defense‑related resources that underpin a nation’s or group’s military capabilities—including transportation, logistics, defense economics, energy systems, arms trade, physical vulnerability to weapon effects, defense industries, and the operational environment—to support U.S. and allied planners, targeteers, warfighters, policymakers, partners, and acquisition officials.

Job Responsibilities
  • Conduct analysis using intelligence and information from multiple sources to assess, interpret, forecast, and explain a range of national security issues and developments that are regional or functional in nature. Provide all‑source analytic support to collections, operations, investigations, and other defense intelligence analytic requirements.
  • Perform Arms Transfers Analysis and update the database.
  • Research, review, edit, plan, prepare, integrate, and publish complex all‑source arms transfers national military intelligence studies, plans, and/or products to contribute to or produce all‑source intelligence for DIA, DoD, national and international intelligence organizations.
  • Develop innovative analytical approaches and validate analytical conclusions.
  • Maintain expertise on state‑to‑state negotiations, agreements, and deliveries of conventional weapons.
  • Conduct analysis of networks, organizations, or government entities enabling or participating in legal weapons transfers.
  • Identify intelligence gaps, specify collection requirements to fill gaps in information, evaluate resulting intelligence collected in response to requirements, and determine analytical approach.
  • Identify significant trends within the assigned subject‑matter area and propose new or revised analytical projects to alert decision‑makers to new developments and to meet customer requirements.
  • Provide written and briefing input to policymakers on key trends.
  • Collaborate and forge new partnerships with other Intelligence Community, Defense Intelligence Enterprise, DoD, and law enforcement analysts on intelligence analysis and with collectors.
Requirements

Minimum Qualifications:

  • Bachelor’s degree and 3+ years of experience or 7+ years of equivalent experience.
  • 3+ years of experience producing all‑source intelligence analysis reports and briefings and input to IC databases.
  • Knowledge of IC and Combatant Command environments.
  • Ability to develop high‑quality deliverables tailored to senior policymakers or defense stakeholders, including complex written products and formal or briefings.
  • Must be a U.S. Citizen.
  • Must have and be capable of maintaining a U.S. Department of Defense (DoD) TS/SCI clearance, willingness to take a polygraph.

Preferred Qualifications:

  • 3+ years of experience with conventional weapons, arms proliferation, and materiel exploitation.
  • Experience with network development tools and methods.
  • Knowledge of electric power plants and associated equipment.
  • Knowledge of ICD 203/206 analytic tradecraft standards.
