About the Role

We are looking for a Housing Implementation Growth Lead to join our Energy, Environment, and Infrastructure (EEI) group and help expand our presence with state agencies and localities across high-priority states. The selected person will drive coordinated, client-centered growth across ICF's state and local disaster recovery, resilience and hazard mitigation markets.

This role requires an energetic, strategic, and disciplined sales leader who can sell a comprehensive set of housing rehabilitation and new construction services, including case management, outreach, damage assessments, construction management, and federal and state compliance capabilities that resonate with disaster-prone community leaders. This role also requires a person who can lead teams, own complex pursuits, and build trusted relationships with public sector clients across the country.

The Housing Implementation Growth Lead plays a pivotal role in leading sales execution and ensuring a robust, high-quality pipeline of opportunities from early identification through contract close. This also includes mapping current activities and identifying growth opportunities in target states while coordinating efforts between delivery teams and local sellers. As the Housing Implementation Growth Lead, you will work closely with project managers, subject matter experts, proposal teams, marketing, and delivery staff to pursue opportunities to lead CDBG-DR funded housing recovery programs and state and other federally funded housing resilience programs.

Our multidisciplinary teams serve clients across disaster recovery, hazard mitigation, climate resilience, infrastructure, transportation, and environmental planning. We support U.S. federal agencies; state, local, tribal, and territorial (SLTT) governments; and non-governmental partners to design and implement programs to help communities recover after disasters and build resilience prior to disasters. This is a high-impact role with autonomy, visibility, and the opportunity to shape how ICF partners with state agencies on some of the most pressing issues of our time.

Core Competencies

  • Strong client relationship and account leadership skills within the housing recovery sector with experience in HUD Community Development Block Grant Disaster Recovery (CDBG-DR) program, FEMA recovery and mitigation housing, and other state-funded intermediate & long-term recovery and resilient housing initiatives.
  • Strong understanding of disaster recovery market including HUD, FEMA, and other federal funding sources made available after disasters.
  • Understanding of the housing recovery program lifecycle from Action Plan development through program design and start up through monitoring and closeout.
  • Understanding of housing recovery and resilience implementation challenges faced by states and local governments.
  • Strong understanding of how and where technology solutions have been deployed in the delivery of housing rehabilitation and construction programs.
  • Strategic thinker with the ability to translate market, policy, and client intelligence into actionable pursuit and growth strategies.
  • Demonstrated ability to collaborate effectively across functions and operating groups in a matrixed organization.
  • Demonstrated ability to structure ambiguity, triage competing deadlines, and keep several high value initiatives moving in parallel without sacrificing quality.
  • Ability to move fluidly between strategy and details—spotting risks/omissions in pipeline data, proposals, and client communications while keeping focus on the growth objective.
  • Ability to translate goals into clear documented plans, present on milestone accomplishments and risks, and assign, guide, and motivate task owners; monitors progress rigorously and course corrects to meet commitments.
  • Proactively starts the hard things, closes loops quickly, and upholds governance rules and processes
  • Reprioritizes in real time as markets, clients, and internal demands shift and makes sound tradeoffs and communicates them transparently.
  • Synthesizes inputs across policy, regulatory, and technical domains to keep teams aligned on the next best action.

Required Qualifications and

Experience:

  • Bachelor's degree
  • 8 + years of experience in the housing and disaster recovery / resilience space
  • 5 + years of business development or capture experience in the public sector, preferably state and local markets.
  • Demonstrated track record of leading teams and budgets overseeing resilience and/or hazard mitigation projects
  • Demonstrated track record of leading pursuits and winning new business with a structured and disciplined process and mature pursuit methodologies
