Disaster Recovery Grant Administrator – Reservist (On-Call)
When communities are impacted by hurricanes, floods, wildfires, tornadoes, and other major disasters, recovery depends on more than rebuilding efforts. It requires strong financial stewardship, grants management, and compliance expertise to help ensure recovery funding is administered effectively and reaches the communities that need it most.
At ICF, our Disaster Management team partners with federal, state, tribal, territorial, and local governments to help communities recover and rebuild. We support disaster recovery programs that restore essential public services, strengthen infrastructure, and help communities navigate complex funding requirements following catastrophic events. We are seeking experienced Grant Administrators to join our On-Call Reservist team and support recovery efforts across the country.
This is a U.S.
-based, on-call position that may require travel to client sites, field locations, and disaster recovery operations for multi-week assignments.

Due to the seasonal or project-specific nature of our disaster and emergency management work, ICF hires professionals as "On-Call" employees. On-Call employees are scheduled for work as it becomes available, with the freedom to accept or decline assignments. Individuals may work on concurrent projects outside of their ICF assignments, provided there is no conflict of interest.
For many professionals, this model provides the opportunity to contribute to meaningful disaster recovery efforts while maintaining flexibility and pursuing other professional interests.

What You'll Do- Review and validate project documentation, invoices, procurement records, and supporting materials for eligibility and compliance.
- Analyze grant, financial, insurance, and project-related data to support funding decisions and program delivery.
- Research and apply applicable federal, state, and program-specific regulations, policies, and guidance.
- Collaborate with project teams and stakeholders to identify issues and develop recommendations for resolution.
- Maintain accurate project records, reporting, and data within program management systems.
- Support grant administration, financial reconciliation, and recovery program operations.
- Provide exceptional customer service and technical support to clients, applicants, and program stakeholders.
- Travel to client and recovery sites, as needed, to support documentation review, project activities, and recovery operations.
- 3+ years of professional work experience.
- 2+ years of experience in accounting, finance, auditing, insurance, grants management, or a related field.
- 2+ years of experience using Microsoft Excel and Microsoft Office applications, including functions such as Pivot Tables, VLOOKUPs, formulas, and data analysis.
- Ability and willingness to travel by air and vehicle as required to support disaster recovery operations.
- Valid U.S. driver's license and ability to successfully pass a Motor Vehicle Records (MVR) check.
- Bachelor's degree.
- Experience delivering grant, financial, or program support for federally or state-funded programs.
- Experience supporting FEMA, DOE, DOT, EPA, DOC, or other federally funded grant programs.
- Experience in disaster recovery, grants management, catastrophic insurance, accounting, auditing, or compliance programs.
