Labor Relations Specialist

Bechtel is seeking a Labor Relations Specialist for the Labor Relations Services team. The position will be responsible for executing functions that support Functional Labor Relations Procedures and complement projects' Labor Relations Action Plans. LR Services Specialists will provide services to projects and their field based craft professionals including, but not limited to Labor Relations, compensation and benefits, delivery of workforce development activities, orientation of Labor Relations staff, and more.

The position is primarily telework, with travel expected as conditions require (estimated to be about 30%).

Major Responsibilities:

The Labor Relations Specialist is principally responsible for:

Work as part of a team to provide support in the areas of labor relations, workforce development, craft resourcing, project mobilization readiness, and other project LR support to the project teams in an industrial construction site setting or remotely.
Collaborate with a team of employees dedicated to the delivery of Labor Relations services supporting projects across North America.
Analyzes immediate and/or anticipated labor problems. Elevates problems to Management and implements corrective actions to prevent workday disruption and construction delays.
Exemplify and reinforce labor laws. Ensures that labor agreements are being interpreted correctly, services are being performed in compliance with the contract, and labor laws are being followed uniformly.
Work to ensure that the requirements of the labor union contracts and Project goals are being fulfilled in alignment with established LR Policies & Procedures.
Identify and correct non-compliance with labor regulations.
Assist in conducting field training programs for Labor Relations, Subcontracts, Craft Professionals, and Craft Supervision. Develop and/or adapt existing training programs to cover specific working conditions or local labor laws covering topics such as labor standards enforcement, grievance resolution, codes of conduct, equal employment laws and Employee handbook procedures.
Cooperate with Bechtel Legal representatives by developing documentation in support of legal actions resulting from legal claims, labor disputes, or cases documented by direct employees. Takes the position of the witness when required.
Represent Bechtel as a participant in labor committees if approved and/or delegated by their Supervisor or Labor Relations Manager.
Responsible for implementing improvement of Labor Relations Services programs at the site.
Teaching/Training newly hired members of the LR team.
May assist the project LR manager in working with union representatives and subcontractors to form process improvement initiatives.
Make or follow decisions on how to resolve issues about the provision of labor relations and employee services.

Education and Experience Requirements:

Requires bachelor's degree (or international equivalent) and 2-5 years of relevant experience or 6-9 years of relevant work experience in lieu of degree.
At least 5 years of experience performing or supporting labor relations, human resources, construction supervision, workforce services, or similar functions in a heavy construction / EPC environment.
Experience in compliance with labor laws including employment discrimination and anti-retaliation, wage and hour, organized labor protections, compensation and benefits, illegal harassment, and common employment laws.
Ability to communicate effectively in writing and verbally to internal customers and external partners.
Knowledge of Labor Relations policies and organization.
Knowledge of organizational structure and protocols of construction trade unions.
